The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organisation with 60 years of experience in helping to create a safer and more dignified life for people affected by displacement. NRC advocates for the rights of displaced populations and offers assistance through its core competences (CCs): Camp Management, Education, Livelihoods and Food Security, Information Counselling and Legal Assistance, Shelter, and Water, Sanitation and Hygiene.

NRC is seeking to recruit Finance Manager Position. The purpose of the Finance Manager is to be responsible that the financial set up is according to NRC standard and to support programme/project implementation.

This position reports to the Country Director - Uganda

Job description

  • Generic responsibilities
  • Ensure that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements
  • Implement NRC’s financial systems, routines and procedures
  • Maintain overall budget control and monitor cash flows
  • Management of financial team
  • Training of line managers and staff with financial responsibilities
  • Provide regular analysis and reports
  • Implement anti-corruption policy
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

  • Specific responsibilities
  • Financial Management -
  • Responsible for the preparation of accurate and timely BRS in accordance with global deadlines and ensure all the reconciling items in the eBRS are monitored and acted upon
  • Prepare the Project summary and ensure the country program has sufficient funds at all times. Work with FC and AM to prepare accurate forecasts for funds
  • Responsible for the Quality posting of costs into Agresso and meeting global deadlines
  • Communicates with banks and regional office to ensure that the bank risks are minimized
  • Verify payment supporting documents for completeness. Attend bid meetings or delegate to other staff
  • Take the Lead in Budget preparation, Budget monitoring and Budget Revisions.
  • work with the AMs and ensure accurate reliable master support budget in place and updated, the funding gap identified, monitored and flagged to AMs, CMG and CD, measures suggested and followed up to reduce the deficit
  • follow with the HoP and CD to ensure that NRC receives installments from donors on time as per the project agreement.
  • Prepare and share BVA with budget holders on timely basis. (ensure it is prepared in the donor format). Ensure documented BVA meetings with action plans and follow ups. Update the CD on the status of the agreed action plans before the next BVA meeting.
  • Prepare financial reports to donors.
  • Focal point for all audits in Uganda

  • Training -
  • Conduct training in financial management and maintain a supervisory role for the Finance team.
  • Conduct training in financial management for NRC’s Project Managers, Coordinators and other relevant personnel.
  • Conduct Anti- Corruption training to all staff and update the finance risks matrix on quarterly basis

  • Personnel Management -
  • Management of staff reporting directly to the Finance Manager
  • Technical supervisory role for all the finance staff in Uganda
  • Identify the capacity building needs for all the finance staff in Uganda and ensure those relevant trainings are conducted
  • Assist with any other duties assigned by the Regional Head of Finance and the HoS, as and when required

Qualifications

  • Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge and experience on the Uganda labor laws

  • Duty station: Kampala with frequent travel
  • 40% travel expected
  • Contract period: 12 Months with possibility of extension
