Background

In response to the floods and landslides occurred in May 2017, the Government of Sri Lanka requested support from UNDP to assist the Ministry of National Policies and Economic Affairs (NPEA) and the Ministry of Disaster Management (MDM) to carry out a Post Disaster Needs Assessment. UNDP together with other UN agencies, EU and WB supported the government to conduct a Rapid Impact and Needs Assessment (RINA) as a supplement to the PDNA conducted in 2016.  RINA reveals that the total damages and losses comes to approximately 727 million USD and recovery needs of USD 1,010 billion.

Following the completion of the RINA in August 2017, the Government of Sri Lanka took a decision to include some urgent recovery and reconstruction needs into the National budget for 2018. To facilitate the inclusion of Recovery projects into the budget cycle, the Ministry of Disaster Management and the Ministry of National Policies and Economic Affairs (NPEA) requested United Nations (UN) and the World Bank (WB) support to develop a sector wise prioritized plan for recovery.

To this end, the Government of Sri Lanka has allocated USD 200 Million to recovery and reconstruction of public infrastructure and houses. The Government has determined that all infrastructure should be disaster resistant and built to withstand impacts of future disasters. However, the policy directives, institutional arrangements and technical capacities for the implementation of the recovery over the duration of the next four years is not established.

UNDP will support policy and institutional reforms to support recovery and reconstruction relevant not only for the current floods and landslides but all disasters. It will assist the Government to build back better (BBB) and strengthen disaster risk reduction systems in the country. Recovery and reconstruction will provide the national and local governments as well as the communities the possibility to plan, participate, implement and monitor recovery and reconstruction of houses and infrastructure using disaster resistant technologies thus affecting a permanent change in the way which recovery and reconstruction is planned in the country.

Scope and objective of the assignment

The overall objective of this assignment is to support formulating the recovery policy identifying the institutional arrangement and technical capacities needed in implementing the policy directives and to develop sectoral Guidelines for “Build Back” to integrate into recovery and reconstruction process of floods and landslides 2017.

Duties and Responsibilities

Under the overall supervision of the Assistant Country Director, ESDR of UNDP the national consultant will be responsible for the following;

  1. Recovery Policy Development and Institutional Arrangements

Desk review of existing policies and institutional frameworks related to recovery and reconstruction.

Facilitate, coordinate and lead Stakeholder consultation meetings on recovery policy formulation and institutional arrangements.

Serve as a focal point for UNDP in coordinating the recovery policy formulation dialogue.

Drafting policy and institutional arrangements for recovery based on international best practices.

Facilitate, coordinate and lead the stakeholder consultation on feedback process for the drafted Recovery Policy.

Facilitate the policy approval process liaising with relevant authorities.

Identify and propose a monitoring system for integration of recovery framework in the recovery process.

     2. Build Back Better (BBB) Guideline Development

Desk review of the existing BBB guidelines and identifying gaps to improve the guidelines.

Facilitate, coordinate and lead stakeholder consultation meetings of line ministries at the national and local level to discuss the development of guidelines.

Resource support for workshop to review and validate guidelines to integrate disaster resilience and BBB principles into sector recovery.

Develop and review the BBB guidelines for identified Sectors; Transport, Irrigation, Water & Sanitation, all public infrastructure and productive sectors. 

Provide inputs for training on Build Back Better guidelines.

Expected Output

A draft policy formulated on Recovery and institutional arrangements.

A monitoring framework is in place for oversight of the adoption of the policy for recovery formulated.

Guidelines for BBB is in place for selected sectors.

Competencies

Competencies and Qualifications

 The consultant should have following competencies, education qualifications and experience;

  • Strong expertise and knowledge on DRR;
  • Familiarity with Projects related to PDNA and Post Disaster Recovery Planning and Build Back Better concepts;
  • Maturity and confidence in dealing with senior members of National Institutions;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Excellent written and oral communication skills, with analytical capacity and ability to synthesize relevant data and information;
  • Excellent coordination skills and result oriented collaboration with colleagues;
  • Builds strong relationships with clients, focuses on impact and result for the client and responds positively to feedback.

Required Skills and Experience

Qualifications

Education

Advanced university degree in one of the following disciplines: Disaster Management, Environment, Sociology, Development studies or relevant fields with experience in drafting reports. 

Experience:

A minimum of ten years of experience at the national and/or international level in participating in post disaster/recovery multi-stakeholder recovery plans including coordinating and compiling reports from a large range of stakeholders.

Previous work experience with World Bank and/or UN agencies is desirable.

Knowledge of the Sri Lanka country context and government systems essential.

Language: Excellent skills in written and spoken English is essential.

Proficiency in Sinhala.

Knowledge of technical cooperation and development issues.

Timeframe

The envisaged time of the consultancy is 165 Days from 25th December 2017 to 15th November 2018

Financial Proposal

a)  All   All-inclusive Lump Sum Fee (Professional Fees) =LKR;    

b)  All Inclusive Lump Sum Fee (other costs are indicated below) =LKR;

c)  Total Lump Sum Fee (a+b)= LKR.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee/Daily Fee” financial proposal including his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad-hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily per-dium and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

Payment for Services

  • Upon submission of an update in the outcome of the stakeholder consultation meetings on recovery policy formulation and institutional arrangements - 20%;
  • Upon submission of the desk review report on existing policy directives on recovery in selected sectors -15%;
  • Upon completion of the recovery policy draft - 20%;
  • Upon formulation of the recovery monitoring plan - 25%;
  • Upon completion of the build back better guidelines draft - 20%.
