Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil, Kirkuk and Hamam Al-Alil.

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, Housing and Land Property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-Led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees. 

 

Overview:

The purpose of Technical Finance Officer (Audit & Compliance) is to implement delegated area of responsibility. The main duty of the Technical Finance Officer (Audit & Compliance) is to follow on the Implementation plan for the procedures to be executed and any deviation noted down and follow on different compliance reports and make a strategy for its proper implementation. Technical Finance Officer (Audit & Compliance) will be reporting to Finance Coordinator. The position will be based in Country Office, Erbil.

 

Ideal Candidate Profile:

A university graduate with at least (2) two years of experience from working as a Finance Officer in humanitarian/recovery context. Ideally the candidate should be able to use MS Word, Excel, Power point and Outlook. S/he should have the ability to prioritize responsibilities, carry out multiple tasks simultaneously, and able to meet deadlines. Fluency in spoken and written English, Kurdish and Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • Ensure that 100% vouchers and their supporting documents are uploaded by Country Office team as well as area office finance teams on OneDrive on monthly basis.
  • To check the procedures and all the supporting documents to be in compliance with donor and NRC rules and regulations.
  • Identify gaps in supporting documents to relevant teams and ensure that all the vouchers and supporting documents are complete in all aspects
  • Coordinate with auditors and provide all the required information to them up to their satisfactory level.
  • Visit different field offices and train the staff on proper rules, regulations and different risk factors.

   

Qualifications:

  • Good communication and interpersonal skills
  • Previous experience of working with external auditors and compliance matters
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Knowledge about Implementing of the projects.

 

The post will be for (12) twelve months’ contract duration with possibility of extension- subject to funds.

Salary: 6/1 according to NRC-Iraq's salary scale.

Duty Station: Country Office, Erbil with some visits to NRC area offices.
