Background

Purpose

The purpose of this consultancy is to provide technical support and assistance to Border Police of Bosnia and Herzegovina (BP BiH) in their efforts to combat crime in general and firearms trafficking in particular. More specifically, with this assignment the project will implement activities that will strengthen the BP BiH  capacities for the identification of firearms.

Objective

The selected consultant will help identify and catalogue commonly misused/recovered small arms and light weapons (SALW) in Bosnia and Hezegovina, as well as in the Western Balkans. For the purpose of their detailed  recording and cataloguing, the consultant will collect and compile all technical specifications, descriptions and photos need to be  populated and formated in a designated database. The emphasys will be given not only on providing the photo and description of every piece of SALW but also the parts and components of each SALW  Consultant will be in charge of their proper recording, populating and formatting in a designated database. Moreover, the consultant will, together with relevant IT expert, and if needed in consultation with the ammunitions and explosives expert, develop a Manual on Basic Training on identification of firearms and provide five trainings to Border Police staff. The Consultant is required to ensure that the information provided would be of adequate quality and correctness.

Background information

The consultancy will take place under the recently initiated Countering Illicit Arms Trafficking in Bosnia and Herzegovina – CIAT Project, funded by the Federal Republic of Germany and implemented by UNDP. This project is designed to further strengthen the capability of the  Border Police  BiH (BP BIH) to efficiently identify, prevent, and counter trafficking of firearms, ammunition and explosives in BiH through increased technical capacities .

Within its project work plan and national strategic framework of BiH regulating this area, the CIAT project will assist the targeted institutions and agencies in their continuous specialized training on border checks for all types of cross-border traffic, establishment of an efficient border surveillance as a quality filter for cross-border crime, implementation of joint specialized trainings, as well as contribution to the implementation of specific Small Arms Light Weapons (SALW) Strategy and the Action Plan activities.

The Project key output is as follows: BP BiH capacitated to efficiently identify, prevent, and counter trafficking of firearms, ammunition and explosives from and through BiH. 

The main activities and expected results are as follows:

  • Capacity of BiH front-liners increased;
  • Capacity Development of BP BiH in Countering Illicit Arms Trafficking,;
  • Increased Technical Capacity for Detection, including provision of specialized equipment , procedures and training.

This intervention and envisaged Project results and activities are especially important to effectively combat crime in general and firearms trafficking in BiH in particular, in which BiH authorities need to be assisted at. To address these challenges the selected consultant will provide targeted assistance and support to BP BiH in identification of firearms that will contribute to their further strengthening to efficiently and professionally investigate and suppress trafficking and misuse of firearms and explosives.

Duties and Responsibilities

Within this consultancy, the selected candidate will carry out the following duties under the supervision of the CIAT Project Coordinator and under the technical guidance of SEESAC SALW Coordinator:

Task 1: Contact the competent forensic centres and other relevant instutitions and identify the most commonly misused/recovered small arms and light weapons (SALW) in Bosnia and Herzegovina;

Task 2: Propose the list of SALW, and accompanying components of each SALW proposed, that should be catalogued, including but not limited to: detailed descriptions, special features, technical specifications, photos and other characteristics of firearms, parts and components  important for the ease of detection and cataloguing, in line with the European Firearms Experts (EFE) terminology. Collect and compile all information in a catalogue; 

Task 3: Coordinate with the IT expert and in coordination with the ammunition and explosives expert to ensure the defined catalogue is of the agreed quality,properly formatted and populated into the designated identification database;

Task 4: Develop a Manual on Basic Training on identification of firearms that would be user friendly, clearly demonstrating the options for easy distinction and identification; and 

Task 5: Deliver five trainings on identification of SALW, for a total of 150 Border Police staff, on the the use of the Manual for Identification of SALW, as well as the use of Database for the identification of firearms in the period March-June 2018. 

Deliverables and timelines

The consultant is responsible for the following deliverables:

  • Deliver the list of SALW to be populated to the database - 05 January 2018;
  • In coordination with IT expert and ammunition and explosives expert, ensure proper populating and formatting of the database - 20 February 2018;
  • Deliver the draft Manual on Basic Training on identification of firearms - 20 February 2018;
  • Submit the final Manual on Basic Training on identification of firearms upon acceptance from the BP BiH - 28 February 2018;
  • Deliver five trainings for a total of 150 Border Police staff on the database for the identification of firearms - 10 March – 30 June 2018.

NOTE:

None of the materials, documents, deliverables produced as a part of the obligations under this Contract will not be used, released, and/or disseminated without the written approval issued by UNDP. The knowledge products developed under the scope of this IC represent the intellectual property of UNDP.

Travel costs are to be borne by the incumbent and hence included in the financial offer.

Required Skills and Experience

Education:

  • University degree in military science, engineering, security or social science;
  • Master degree will be an asset.

Experience:

  • Minimum 5 years of experience in SALW handling and management.
  • Proven analytical skills. 

Language Requirements:

  • Proficiency in the local language and the ability to work in English.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysisWhen using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:a) responsive/compliant/acceptable, andb) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
