The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Cluster Director who has the overall authority and accountability for the performance of the Peace and Security Cluster on behalf of its clients.

The United Nations Mine Action Service (UNMAS) was established in 1997, by the General Assembly, and as per the UN Policy on Mine Action and Effective Coordination (A/53/496, 1998) is the established coordinator of mine action within the United Nations system. UNMAS supports the UN's vision of "a world free of the threat of landmines and unexploded ordnance, where individuals and communities live in a safe environment conducive to development, and where mine survivors are fully integrated into their societies." UNMAS is a unit within the Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peacekeeping Operations (DPKO). When instructed by the Security Council or called upon by Member States, UNMAS deploys under humanitarian, peace and security mandates. UNMAS main headquarters is in the UN Secretariat, New York with a sub-office in Geneva. UNMAS provides direct support and assistance in the areas of Explosive Hazard (EH) mitigation to 18 countries/territories/missions, has a standby rapid response capacity and global technical advisors in the field of Improvised Explosive Devices and (IED) Weapons and Ammunition Management (WAM).

UNMAS deployed an initial assessment team to Iraq in March 2015 and has since expanded to offices in both Baghdad and Erbil and supporting multiple layers of operations.

The UNMAS Iraq programme (“UNMAS Iraq”) was formally established in June 2015, at the request of the UN Under-Secretary General for Peacekeeping Operations (DPKO) and the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national and regional mine action capacities.The presence of explosive hazards and explosive contamination in areas ‘retaken’ from the Islamic State inIraq and the Levant (ISIL) occupation in Iraq continued to impede security and stability efforts across Iraq. UNMAS has implemented a comprehensive response to address the problem of explosive remnants of war (ERW) and improvised explosive devices (IEDs) in areas newly retaken from ISIL occupation. Iraq is heavily contaminated with large volumes of recorded and unquantified ERW through protracted ground fighting and aerial bombing. Recent years have seen unprecedented accumulations of IEDs placed in urban and rural areas largely by ‘scorched earth’ tactics by ISIL. This is exemplified by the situation in areas recently retaken from ISIL occupation, and where areas have become uninhabitable and inaccessible because of such threats. As a result, this poses such a significant blockage for humanitarian response efforts, with the UN and national leadership repeatedly referring to a ‘mine action’ as being a high priority.

Functional Responsibilities

Under the guidance and supervision of the Security Officer, the Driver & Logistics Clerk provides reliable and safe driving services for the transport of authorized personnel.

This position is based in Erbil, Iraq, with frequent missions to the field. The Driver & Logistics Clerk can often be required to travel in complex and challenging environments with limited resources and eventually stay there overnight (when required)

The Driver & Logistics clerk is responsible for the following duties:

  • Daily driving missions  and processing admin tasks
  • Conduct personal security detail (PSD) missions with dialy preparation and inspection of kit and vehicles
  • Ensures availability of all the required documents/supplies including vehicle insurance, vehicle log books, office directory, map of the city/country, first aid kit, and necessary spare parts
  • Ensures that immediate steps as required by rules and regulations are taken in case of involvement in an incident or a accident
  • Assist the Security Officer and/or Logistics Officer in preparing Receiving Inspection Report (RIR), storage arrangements, Inventory record keeping of spare parts and other goods.
  • Assists in local procurement process such as obtaining quotation from local suppliers
  • Assist in arranging for clearance of consignments such as processing Tax Exemption Certificates, Customs clearances and necessary permits from Local Government Offices
  • Provide upto date inframtion in regards to local laws on traffic environments
  • Assistance with office tasks (photocopying, scanning as directed)
  • Assist Logistics Officer in processing visas and Residents Permits for International personnel at local government offices
  • Care and maintenance of all UNOPS vehicles, paying special attention to cleanliness, refueling, road safety, etc.
  • Compiling and maintenance of transportation logs and documentation;
  • Ensure vehicles have appropriate documentation i.e. accident forms etc.;
  • Carry out radio checks when required;
  • Carry out regular security training on the reaction to events that might occur while on mission;
  • Ensure vehicles have a full complement of safety and emergency equipment including fire extinguisher, ETB Bag, etc.;
  • Perform other related duties as required. 

Education/Experience/Language requirements

Education:
  • Secondary school diploma (high school) or equivalent with minimum of 3 years experience is required.
  • Master's or Bachelor's degree is an asset

Experience:

  • Minimum of three (3) years experience in driving armored vehicles is required
  • Minimum of one (1) year of logistics experience is required
  • A valid driver's license is required
  • Experience as a driver in a conflict/post-conflict environment is required.
  • Experience in driving both Manual and Automatic transmission vehicles is required
  • Experience working as a Personal Security Detail (PSD) Driver is highly desired
  • Experience in usage of computers and office software packages (Word, Excel, Outlook) is desired
  • Experience in working with Private Security Companies is highly desired
  • Experience in working with US military, NGOs and UN Organizations is highly desired
  • Good knowledge and experience in working in the areas in such as Baghdad, Fallujah, Ramadi, Samarra, Tikrit and Baiji is desired
  • Excellent knowledge of protocol is desired.

Language:

  • Fluency in Kurdish (speaking, reading and writing) is required.
  • Intermediate English (speaking, reading and writing) is required
  • Knowledge of Arabic is an asset
  • Knowledge of other UN official language is desired
