The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Background

The Cash Monitoring Evaluation Accountability and Learning Organisational Network (CAMEALEON), created by the Norwegian Refugee Council (NRC) in consortium with Oxfam and Solidarities International (SI) aims to reinforce the quality, value for money and accountability of multi-purpose cash programming for 23K households in Lebanon and inform cash programming globally. To this end, CAMEALEAON will engage the following as implementing partners: the (1) American University of Beirut (AUB); (2) Overseas Development Institute (ODI); and (3) Cash Learning Partnership (CaLP).

Position Overview

The Cash Specialist will lead and coordinate the design of the Value for Money studies and will actively participate in the MEAL and research strategy, documentation development and the overall development of the CAMEALON strategy. The Cash Specialist will implement the Value for money activities and ensure high technical and quality standards are taken into account. They will be in charge of disseminating the learning and making recommendations to the Steering Committee. The Cash Specialist will oversee field coordinators based in each region to support them in the facilitation of monitoring and reporting activities as well as participation in the Basic Assistance Sectors and providing a conduit for information between the field and Beirut. They will also ensure other relevant external representation.

 

Role Specific Information

Generic Responsibilities:

  1. Develop CC strategy, technical guidance and Macro LFAs
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports 
  4. Identify trends technical standards and donor priorities 
  5. Follow up on compliance with contractual commitments within CC, ensure high technical quality and synergies in project implementation
  6. Provide technical direction and project implementation support 
  7. Ensure that key learnings are extracted from CC implementation, and incorporate them in CC and staff development processes
  8. Provide systematic training and build capacity of technical staff
  9. Represent NRC in relevant forums/clusters, including with national authorities and donors
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific Responsibilities:

  • Conduct a desk review of Value for Money (VfM) metrics, resulting in a harmonized measurement framework comprising best practices from across the sector.
  • Promote standardization of technical approaches and guidelines VfM, including processes such as assessments, monitoring and evaluation.
  • Provide ongoing analysis and concrete recommendations to improve quality and efficacy of WFP cash programming in terms of procedures, information management, accountability to beneficiaries, etc.
  • Represent CAMEALEON in relevant forums, including with national authorities and donors.
  • Establish partnership with relevant research and academic institutions as appropriate, to build CAMEALEON’s evidence base, carry out operational research and document learning.
  • Identify and monitor risks, constraints, technical issues and escalate issues related to cash based on evaluations, field visits and periodic reports for timely leadership action.
  • Coordinate with technical focal points of different organizations and NRC technical units to share information, ensure learning is shared.
  • Lead data collection exercises, including for ODI and CaLP research, that captures outcome level changes and learning.
  • Perform check on quality of data collected, clean and conducted analysis of the data.
  • Extract key learning from this cash programming experience and draft ongoing lessons learned documents
  • Identify advocacy issues related to cash programming and support the development of appropriate key messages.
  • Contribute to recruitment of country level staff as required.
  • Ensure activities take into account gender, safe programming, and people with special needs.
  • Documented results related to the position’s responsibilities

Our Ideal Candidate:

Minimum 5 years of experience within technical expertise area in a humanitarian/ recovery context and a complex/ volatile context.

High level policy and analytical approach, experience in working with donors who are funding the platform, DFID, ECHO, the German government, and the Norwegian government. Proven experience in working with advocacy, in addition to good knowledge with M&E tools relevant to Cash.

Sound leadership skills and ability to provide with quarterly analysis based on the designed framework.

Experience in Value for money approach, independent monitoring, and social safety net.

Experience in programmatic designis preferable. Knowledge of the context in the Middle East region as well.

Passion towards capacity building and training, and working closely with field based national staff.

 

Additional Information:

Contract period: 24 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Beirut with up to 30% travel.

Approved health certificate will be requested before contract start
