1.         Organizational context

 

The post is located in the PCT Operations Division in the PCT Services Department of the Patents and Technology Sector.  The PCT Services Department is responsible for receiving, processing and translating Patent Cooperation Treaty (PCT) applications and associated data for publication and distribution throughout the PCT network of offices.  The incumbent is required to carry out complex processing and formalities examination duties in at least two languages for international patent applications.  As member of a PCT Operations Team, the incumbent works under the supervision of the Operations Team Coordinator.

 

 

2.         Duties and responsibilities

 

The incumbent performs the following tasks\:

(a)     Examine in at least two languages formality requirements of complex international applications and related documents and correspondence, ensuring conformity with set standards and timely follow-up as required.  In the case of unusual/contentious formalities issues, forward to Operations Team Coordinator for further instruction.

(b)     Ensure a high level of customer service to users, reply to complex queries and find solutions to problems in a timely manner.  Liaise with PCT users and authorities and provide follow-up as required.

(c)     Sort, identify, prioritize and distribute work within the team in accordance with established guidelines.  Ensure work items are completed within deadlines and make proposals to improve and rationalize workflows and work processes based on quantitative and qualitative targets.  Follow up as necessary.

(d)     Carry out quality control of applications and publication review and identify and resolve problems.  Share knowledge on how to address such issues during internal quality control meetings.

(e)     Monitor the late and non-payment of fees and take appropriate action (e.g. block application, send reminder).

(f)      Grant/suspend/deny access rights to applicants and agents using online file inspection and editing functions and respond to queries relating thereto.

(g)     Participate in presentations to share information on the practical aspects of formalities examination.

(h)     Keep abreast of changes in established procedures, rules, regulations and work processes.  Train and coach junior and new staff.

(i)      Perform other related tasks as required.

3.         Requirements

Education

Essential

          Secondary education with relevant diploma.

 

Experience

Essential

          At least eight years of related work experience, including in formalities processing of patent/trademark/ industrial design applications or comparable work.

 

Languages

Essential

          Excellent written and spoken knowledge of Korean and good knowledge of English.

          Desirable

Knowledge of other PCT publication languages.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions.

 

Annual salary (Net of tax)\:  81,421 CHF

Additional Information

 

Initial period of one year, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.

 

Dependency allowances

7,939 CHF per year for dependent spouse;  6,398 CHF per year for each dependent child.

 

Language allowance

Arabic, Chinese, English, French, German, Japanese, Korean, Portuguese, Russian and Spanish\: 4,788 CHF per year for two of these languages, and 3,192 CHF per year for one of them.  The allowance is not payable for the mother tongue or the main working language of the staff member.  The grant of this allowance is subject to examination.

General Service posts are generally subject to local recruitment.  However, a limited international recruitment package may be applicable.
