Background 
DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC East Africa and Yemen (EAY) operation focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrants in Kenya, Somalia, Ethiopia, Djibouti, Uganda, Tanzania and Yemen. The EAY Regional office also supports non-operational initiatives, focusing on mixed migration issues, civil society engagement, and advocacy and policy initiatives related to displacement.  
 
The Yemen operation falls under the EAY Regional Office based in Nairobi. DRC began working in Yemen in 2008 in response to the mixed migration flows from the Horn of Africa. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in ten governorates throughout the country. There are currently over 150 staff working in the Sana’a main office, two hub offices in Aden and Hodeida, and six field offices. Current programme sectors include protection (mixed migration, IDP, child), food security, WASH, shelter, and livelihoods. DDG Yemen started activities in January 2012 with two projects delivering Mine Risk Education (MRE) and Conflict Management Education (CME) in southern Yemen. DDG is currently embarking on three main areas of intervention that are Mine Risk Education and supporting the capacity development and deployment of stand-by Explosive Ordnance Disposal (EOD) teams from the Yemen Executive Mine Action Center (YEMAC). Through quality surveys and data and information management, DDG will also support YEMAC in the development of a more accurate threat and response maps. 
 
Purpose 
The Consortium Project Manager provides advice and leadership on the development and implementation of DRC’s cash transfer project in the Shabwah governorate. This requires being responsible for the overall management of all aspects of the of the project, including assessment, planning, implementation, monitoring, capacity building of project staff, reporting, and evaluation of the program and preparing periodic report, donor report as well close coordination with other DRC’s efforts during the emergency. 
 
 
Key Responsibilities 
  • Developing, managing and implementing detailed activity work plans in line with the Consortium cash programme objectives, ensuring that those activity plans are implemented and any expected delays or modifications are communicated and raised in a timely manner with DRC’s Food Security and Livelihood Sector Manager and Consortium coordinator. 
  • Ensure the delivery of effective and high-quality cash based and community projects interventions in line with standard operating procedures, DRC’s core principles and donor policies and that project design and implementation are consistent with DRC’s and core humanitarian standards that meets sphere standards.  
  • Design and lead food security assessments and markets analysis, make recommendation on appropriate response options. 
  • Support the innovation and new approaches to delivering cash effectively through capturing lessons learned, liaising with Consortium Technical Unit and other relevant country program staff. 
  • Work closely with the MEAL Unit to support and provide technical inputs in the development of data collection tools such as baseline, post distribution monitoring and end-line assessment tools for each section of the program interventions, to track program performance, impact on beneficiaries, and value for money and spillover effects. Support the setup of a strong complaint and feedback mechanism through soliciting, receiving, processing and responding to the feedback and complaints received from beneficiaries and other relevant community stakeholders. 
  • Coordinate with program, finance, logistic and administrative staff to ensure systems are in compliance with donor, DRC’s policies and procedures. 
  • Ensure community involvement and protection mainstreaming in all phases of the project cycle. 
  • Ensure a competitive and transparent bidding process in adherence with donors and DRC’s policies. 
  • Prepare project progress report, quarterly, half-yearly and annual reports, case studies, blogs, and publications as per consortium, Donor and DRC’s requirements. 
  • Create and sustain work environment of mutual respect where team members strive to achieve excellence. 
  • Identify capacity needs of project staff and develop training, capacity building initiatives to meet their needs and develop guidelines and training materials. Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews of staff. 
  • Assist the Food Security and Livelihoods Sector Manager for program development, program management and strategy development. 
  • Participate and represent DRC in Consortium meetings, in UN sub-cluster meetings on food security and livelihoods, cash working groups and security meetings. 
  • Responsible to manage the field office in Shabwa governorate. 
  • Establish and maintain good relations with local authorities in Shabwa governorate and seek their support when needed.

Qualifications 
Essential: 
  • Bachelor of Science in Agriculture, rural development or economic development or any other relevant degree. 
  • 5-9 years of working experience in planning, managing and implementing emergency food security and livelihoods program is essential. Consortia a plus. 
  • At least 3-5 years of hands-on experience in designing, implementing and managing cash assistance program in a conflict setting is essential.  
  • Previous experience in remote management of cash programs strongly recommended.  
  • Experience in market assessments, food security and livelihoods assessments for example HEA, EMMA, RAM; good experience in response analysis and market data monitoring and inform project implementation. 
  • Solid experience in managing program budgets, tracking expenditure and monitor the project budgets is essential. 
  • Experience in people management, team building, problem solving and decision making in a fragile context. 
  • Ability to understand complex security situations and adjust operations accordingly. 
  • Demonstrated ability to implement a complex program, manage a range of staff and with strong emphasize on developing their capacities. 
  • Strong interpersonal, social/diplomacy skills. 
  • Self-motivated and able to work with a minimum of guidance. 
  • Strong oral and written communication skills in English, Arabic a strong asset.
