Background 
DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC East Africa and Yemen (EAY) operation focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrants in Kenya, Somalia, Ethiopia, Djibouti, Uganda, Tanzania and Yemen. The EAY Regional office also supports non-operational initiatives, focusing on mixed migration issues, civil society engagement, and advocacy and policy initiatives related to displacement.  
 
The Yemen operation falls under the EAY Regional Office based in Nairobi. DRC began working in Yemen in 2008 in response to the mixed migration flows from the Horn of Africa. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in ten governorates throughout the country. There are currently over 150 staff working in the Sana’a main office, two hub offices in Aden and Hodeida, and six field offices. Current programme sectors include protection (mixed migration, IDP, child), food security, WASH, shelter, and livelihoods. DDG Yemen started activities in January 2012 with two projects delivering Mine Risk Education (MRE) and Conflict Management Education (CME) in southern Yemen. DDG is currently embarking on three main areas of intervention that are Mine Risk Education and supporting the capacity development and deployment of stand-by Explosive Ordnance Disposal (EOD) teams from the Yemen Executive Mine Action Center (YEMAC). Through quality surveys and data and information management, DDG will also support YEMAC in the development of a more accurate threat and response maps. 
 
Key Responsibilities 
The HoP is responsible for DDG’s operations in Yemen and has the overall responsibility for programme delivery and development. The HoP is required to liaise and coordinate with staff from the wider East Africa and Yemen region, global advisors, and relevant staff from DRC Yemen. The below list of responsibilities is not exhaustive; other tasks maybe requested to adapt operational needs.  
 
 
General Management  
  • Ensure high quality project implementation for DDG and DRC/DDG joint projects in accordance with donor and DRC/DDG regulations as well as in line with agreed indicators, budgets, and work plans. 
  • Ensure that all DDG activity implementation is in accordance with developed DRC/DDG security procedures. Responsible for security including development and ensuring adherence to security procedures, monitoring the development in the security situation, developing contingency plans etc. in collaboration with the Safety Advisor and the DRC Country Director.  
  • With the Head of Finance and Administration (HOFA) and budget holders, ensure that project activities and expenses are regularly monitored and, as needed, contract revision requests are submitted and follow up on in a timely manner. 
  • With the Country Director and Area Manager, ensure positive synergies (finance, mandate, image, activities) and collaboration among programs and offices and among DRC and DDG – strengthening the exchange of information, staff, and skills. 
  • Serve as a member of the Senior Management Team  
 
Strategy Development 
  • Support the Country Director in drafting, promoting, and rolling out of all DDG-relevant strategic planning documents in broad consultation with all staff. These documents include the country strategic plan as well as strategies for all program sectors. Ensure proper understanding of these documents by relevant actors (e.g., staff members, partners, NGOs, government counterparts, and donors). 
  • As an SMT member, ensure regular and critical review of the country strategic and action plans. Follow-up on the action plan and report against its indicators. 
 
 
Administration:  Finances, Human Resources, and Logistics 
  • Signatory of official documents (contracts, payments, purchase orders) within approved parameters and in compliance with the organisation’s and donor’s rules and regulations, and Yemeni law. 
  • Provide appropriate and timely feedback to DDG staff regarding their performance, including annual staff performance appraisals. Identify with staff their needs and opportunities for professional development. 
  • Assist in developing job descriptions and in the recruitment of DDG staff (national and international), as required 
  • Collaborate with the Country Director and HOFA to develop policies, such as for staff development. 
 
 
Monitoring, Evaluation, Accountability, and Reporting 
  • Responsible for monitoring of DDG grants and projects, including financial management and expenses control including compliance with minimum DRC/DDG and donor requirements and in collaboration with the HoFa ensuring that the necessary systems are in place. 
  • Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of DDG’s activities. 
  • Ensure proper and timely financial and narrative reporting for DDG grants in compliance with internal and external reporting requirements including procurement.  
  • Provide situation and progress reports to DDG regional office.
 
 
Donor Relations, Representation, and Funding 
  • Act as representative for the DDG programme in Yemen with government authorities, donors, partners, UN agencies and international and local NGOs and various cluster/coordination forums (e.g., Mine Action Working Group, MRE Working Group, and Early Recovery Cluster).  
  • Ensure that all activities are coordinated with the Yemen Executive Mine Action Centre (YEMAC) and other relevant stakeholders.  
  • Ensure that high quality, integrated, and needs-based proposals are developed and according identified priorities in Yemen.  
  • In coordination with the Country Director and DDG Regional Technical Manager, work with relevant staff to design and implement fundraising strategies so that all DDG program sectors are not only adequately financed but continue to expand and grow.

Qualifications 
  • University Degree, preferably Master's, in Social Sciences, Management, Law, International Development, International Relations or other relevant field. 
  • Minimum of five years working experience at an international level with humanitarian international NGOs or operational UN agencies, including at least two years' experience of community-level programming. 
  • Experience in humanitarian mine action, but not necessarily in a technical capacity. 
  • Proven experience in project management, including budget expenditure, donor relations, reporting, proposal writing, staff management, and monitoring and evaluation. 
  • Demonstrable leadership and management skills, including team building and management by example. 
  • Demonstrable capacity to be articulate, imaginative and innovative. In the context of Yemen, the capacity to 'think outside of the box' is essential. 
  • Demonstrable ability to think strategically, prioritize, and meet deadlines in a complex and challenging environment. 
  • Excellent writing and verbal skills in English for project proposals, reports, and communications; Arabic skills is an added advantage.  
 
Personal competencies 
  • Leadership skills, including ability to build and motivate a team and willingness to deal with conflicts. 
  • Ability to work effectively and efficiently unsupervised with a strong work ethic. 
  • Political and cultural sensitivity, including ability to adapt well to local cultures.

Commitments:  
DRC has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework into the work of DRC/DDG.  
 
Conditions 
 
Availability: Preferably 1 February 2018 or before 
 
Duration: 6 months with possibility of extension, subject to funding  
 
Duty station: Aden, Yemen, with frequent travel to the other offices security permitting. Yemen is a hazardous environment; all employees must adhere to all security precautions and contribute to the security of the team.  
 
Reporting Arrangements: The Head of Programmes will report to the Country Director and to the DDG Regional Technical Manager.
