Context:

Multiple outbreaks of unrest in October 2016 and August 2017 in the Rakhine State of Myanmar triggered large influxes of Rohingyas crossing into Bangladesh through the borders in Teknaf and Ukhiya upazilas of Cox’s Bazar. An estimated 436,000 Rohingyas have crossed into Bangladesh since 25 August 2017, increasing the total Rohingya population residing in Cox’s Bazar town, Ramu, Teknaf, and Ukhia to over 800,000. The extreme levels of desperation, a general lack of awareness of the risks of human trafficking and exploitation, and the lack of access to sustainable livelihoods, make the Rohingya refugee population, including old and new arrivals, in Cox’s Bazar prone to accept underpaid and high-risk jobs and created favourable conditions for fraudulent recruitment, trafficking, and smuggling to flourish. IOM’s monitoring has confirmed instances of smuggling of Rohingya men for exploitation overseas, kidnapping of children, sexual exploitation of young women and girls who were allegedly recruited to work as domestic help, and abduction of adolescent girls with the purpose of forced marriage. To meet these challenges, IOM is developing a comprehensive counter-trafficking (CT) intervention in an emergency context, which encompasses activities in the areas of prevention, protection, and prosecution, in close coordination with the United Nations structures on the ground and in cooperation with the national and local government, and international and local NGOs.

Under the overall supervision of the Head of Office, with the thematic support of the Emergency Coordinator, and the direct supervision of the Protection Officer, the successful candidate will be responsible for developing and coordinating a CT response in a crisis setting in Cox’s Bazar. Page 1 / 4Core Functions / Responsibilities:

1. Coordinate and ensure the successful implementation of existing CT in crisis projects, including timely delivery, quality control, and financial oversight.

2. Contribute to the development of new CT in crisis projects and/or expand existing projects to address identified needs and gaps. Contribute CT in crisis components to broader protection or humanitarian projects as needed, in line with the relevant organizational policies and guidelines. 3. Be responsible for the drafting, implementation, monitoring, and revision of CT in crisis strategy, action plans, relevant Standard Operation Procedures (SOPs), and budgets. 4. Facilitate mainstreaming CT and provide CT training across various IOM thematic units as necessary, particularly ensuring that appropriate information exchange and referral pathways are established/ maintained/ strengthened.

5. Supervise and guide the national staff involved in the implementation of the CT in crisis projects. Cultivate and maintain sound working relations, ensuring information exchange on all operational aspects of the CT projects. Participate in hiring, and train local CT staff, as required. Ensure the preparation of regular performance appraisals of project staff and consultants. 6. Implement sound monitoring, evaluation, and quality control procedures across all CT in crisis programming.

7. Monitor and provide technical guidance to implementing partners delivering CT services on behalf of IOM.

8. Liaise with the relevant donors, national and local governmental agencies, international, national and local NGOs, and the media.

9. Regularly participate in and contribute to the relevant inter-agency coordination fora. 10. Coordinate analysis of trafficking and exploitation data received from Needs and Population Monitoring (NPM) and address vulnerability issues among Protection Sector as well as relevant task forces, in coordination and collaboration with the IOM Protection Team. Coordinate with the NPM team in identifying risk factors and vulnerabilities among displacement sites/communities. 11. Draft periodic and regular reports covering CT activities;prepare briefings, statistical/narrative reports and background information, including specific information requested by donors, national or local government, and other entities.

12. Communicate and coordinate with appropriate units within the IOM Office in Cox’s Bazar, IOM Mission in Dhaka, the Regional Office in Bangkok, and Headquarters (HQs). 13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Law, Development Studies, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. • Progressively-responsible hands-on experience in the areas of counter-trafficking, protection of vulnerable migrants, Gender-Based Violence (GBV), or similar area;

• Experience in managing teams, mentoring and delivering trainings;

• Experience in project management and monitoring and evaluation;

• Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs), particularly in a humanitarian setting, preferable; • Strong communication and interpersonal skills as well as strong strategic and creative thinking; • Efficiency, flexibility, high level of professionalism and ability to work under pressure, in a volatile and fast-changing context, under minimal supervision;

• Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;

• Ability to guide and supervise staff and coordinate administrative matters; • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Languages

Fluency in English is required. Working knowledge of Bangla, Chatgaya, or Rohingya is an advantage.
