The Contract Officer must be of Chadian Nationality. She/he will assist in the planning, budgeting and reporting aspects of the Contracts Unit. Negotiate and prepare tender and bid documents in accordance with the UNICEF Rules and Regulations, including contracts management and implementation. Prepare CRC submissions, monitor and report on supplier performance, market development and procurement history.

Job organizational context

This position is located in The Supply Unit within Operations in Ndjamena, Chad Country office and reporting line for this job will be the Supply and Logistics Manager. This job profile will be supervising the relevant staff required to perform the job.

Purpose for the job

Under the supervision of the Supply and Logistics Manager P-4, assist in the planning, budgeting and reporting aspects of the Contracts Unit. Negotiate and prepare tender and bid documents in accordance with the UNICEF Rules and Regulations, including contracts management and implementation. Prepare CRC submissions, monitor and report on supplier performance, market development and procurement history.

II. Summary of key functions/accountabilities:  

  1. Coordinate and facilitate the preparation of the “Annual Service Contracts Plan” and Long Term Agreements (LTA) of the Office for all service contracts, job orders, in collaboration with the Supply Assistants and Section Chiefs and the Project Officers.
  2. Review TORs with the Supply and Logistics Manager and Section Chiefs and Project Officers to determine effective contracting process.  

  3. Coordinate/manage proposal evaluation process, develop evaluation criteria and set up technical evaluation teams (TETs), advertising, holding bid conferences, receiving proposals, clarifying all aspects of proposals including technical, pricing, and terms, chairing meetings between the evaluation team and the proposing Section Chief for further clarifications, assess technical capability and financial health in order to qualify companies as potential contractors or NGOs for UNICEF.

  4. Coordinate with Programme/Operations Units to develop proposals, submit proposals, provide technical advice, finalise minutes and obtain approval of the Head of Office.  Implement CRC recommendation through follow-up & monitoring.
  5. Provide guidance to the Supply Assistants in negotiating all aspects of every contract/long term arrangements, including costing, statements of work, terms and conditions. Review requisition and issue obligations (in VISION all contracts/long term arrangement, including their terms and conditions.

  6. Provide guidance to the Supply Assistants in post contracting activities including the negotiation and issuance of all amendments to contracts/long term arrangements.

  7. Develop and submit relevant statistics/ report relating to contracts, Job-Orders, required by CRC, Management, RO, HQ, programme analysis and annual report as and when required. Contribute to overall office management through participation in management meetings and office task forces to review office operations.
    Ensure the reporting of all open PR’s without PO, outstanding PO’s, SO’s and Service Contracts.

  8. Oversee certification of payments after confirmation of receipts of satisfactory work and deliverables, and closing PO’s and contracts in VISION.

  9. Conduct performance monitoring of selected contract/Job-Orders an oversight      function of the Operations, including zonal offices contracts. 

  10. Follow up Grants expire dates in VISION and alert the Head of Programmes and Assistants to initiate the demand for the procurement of goods and/or services in line with suppliers lead times.

  11. Acts as focal point for service contract/job-orders during external and internal audit, including providing all information/statistics/contract files and clarifications and follow-up on audit observations.

  12. Liaise with Procurement Officers on all overlapping contractual matters, including policies and procedures.

V. Recruitment Qualifications

 

Education:

University degree in business administration, management, law or a related field.

Specialized training in financial analysis, contract law, litigation and arbitration law, procurement is an advantage.

Proficiency in the use of computers and especially in work processing, spreadsheets, graphics is a must.  Experience in use of Internet and fax modem desirable.

 

Experience:

Minimum two years of progressively responsible professional work experience in the field of contracting (for services). Experience in an international organization desirable.  Work experience in emergency duty station.
Work experience in SAP/VISION (desirable).

More years of relevant work experience would an asset.              

 

Language Requirements:

Fluency in French and English Is required. Knowledge of another UN language. Knowledge of local language an asset.
