1.      Organizational Context

 

 

a.    Organizational Setting

 

The post is located in the WIPO Academy in the Development Sector.  The WIPO Academy is the core entity in WIPO for training and capacity-building activities, particularly for developing countries, LDCs and countries with economies in transition.  The Academy acts as an in-house center of excellence on training, including professional training; a catalyst for networks and partnerships to expand the range and impact of training opportunities at the national level; an open-access on-line clearing house of information on all WIPO training activities, tools and services; and a hub of virtual network of partners, experts and teachers in development-oriented IP training.  Beneficiaries of the WIPO Academy services include decision-makers, government officials, members of national intellectual property offices and societies for collective management of copyright and related rights, intellectual property practitioners, academics, students and other stakeholders.

 

 

b.    Purpose Statement

 

The incumbent implements and monitors the Academy's activities aimed at supporting Member States in developing capacity in IP education and training, particularly through the establishment of national IP training institutions.  In this respect, the incumbent will support the management of multiple national projects and manage a network of external consultants and experts, who support the delivery of these projects.
The incumbent will also help coordinate the WIPO Academy's relationships with Spanish speaking Member States and institutions, including in the Distance Learning (DL) and the Professional Development Programs (PDP).

 

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Head of the Academic Institutions Program.

 

d. Work Relations

 

The incumbent liaises with relevant government institutions, including national intellectual property offices, in preparing Agreements and project documents based on an assessment of their needs and planning the implementation activities. He/she also has regular contacts with tutors and intellectual property experts.


2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties\:

 

a.   Prepare all relevant project documentation with partners and stakeholders to establish national IP training institutions in Member States.

 

b.   Manage and organize multiple project activities in various locations to ensure that they achieve agreed objectives and timelines through effective project planning, monitoring and reporting.

 

c.   Manage demand from Member States requesting assistance in establishing national IP training institutions through the effective management of resources and timely and constructive communication to Member States.

 

d.   Design, prepare and organize training courses in close consultation with national IP Offices and relevant stakeholders; support Member States in the assessment and evaluation of training courses and propose models, techniques and tools for better assessment of training activities and training effectiveness.

 

e.   Establish and maintain good working relations with partner institutions, government representatives, consultants and experts.

 

f.    Develop and manage  a virtual network of national IP training institutions through the design and upkeep of webpages on the WIPO Academy website and regular review, edit and addition of new resources and content posted on those webpages which enables the sharing of experience, knowledge and resources; put in place and promote tools for knowledge sharing.

 

g.   Coordinate communications and meetings with key contacts in the Member States, represent the Organization, elicit information and feedback and give presentations on the Academy.

 

h.   Coordinate the Academy’s Programs in their relationships with Spanish speaking Member States and stakeholders to address increasing demands and prepare and coordinate responses.

 

i.    Perform other duties as required.

 

 

3.      Requirements

 

 

Education (Essential)

First-level university degree in international relations, political science, law or social science or related discipline.

 

 

Experience (Essential)

At least six years of relevant professional experience at the national and international level, including in the field of intellectual property.

 

 

Language (Essential)

Excellent written and spoken knowledge of English and Spanish.

 

Language (Desirable)

Knowledge of other UN official languages, French in particular.

 

Job Related Competencies (Essential)

Excellent knowledge of the international IP system.
Ability to represent the Organization and provide advice and expertise.
Excellent presentation skills and capacity to provide training to different categories of audience, including government officials.
Competent user of Microsoft Office applications including Word, Excel, Outlook and PowerPoint and the internet, and the ability to work with databases and adapt quickly to new systems and software.

5.         Information

 

Mobility\:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the January 2018 rate of 74.0%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
