The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.
 It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

The United Nations Mine Action Service (UNMAS) was established in 1997, by the General Assembly, and as per the UN Policy on Mine Action and Effective Coordination (A/53/496, 1998) is the established coordinator of mine action within the United Nations system. UNMAS supports the UN's vision of "a world free of the threat of landmines and unexploded ordnance, where individuals and communities live in a safe environment conducive to development, and where mine survivors are fully integrated into their societies."

UNMAS is a unit within the Office of Rule of Law and Security Institutions (OROLSI) within the Department of Peacekeeping Operations (DPKO). UNMAS main headquarters is in the UN Secretariat, New York with a sub-office in Geneva. UNMAS provides direct support and assistance in the areas of Explosive Hazard (EH) mitigation to 18 countries/territories/missions, has a standby rapid response capacity and global technical advisors in the field of Improvised Explosive Devices and (IED) Weapons and Ammunition Management (WAM).

The UNMAS Iraq programme was formally established in June 2015, at the request of the UN Under-Secretary General for Peacekeeping Operations (DPKO) and the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national and regional mine action capacities. UNMAS is supporting multiple layers of operations under the UNMAS Iraq Strategic Plan which focuses on three main components:  1. Explosive Hazard Management;
2. Capacity Enhancement, and
3. Risk Education.

Functional Responsibilities

Under the direct supervision of the Support Services Officer (SSO), the ICT Assistant is responsible for the following assigned tasks:

  • Install and maintain ICT hardware equipment and software application including installation and administration of network operating system. Provide hardware/software technical support and assistance to all end users. 
  • Identify problems and perform maintenance of servers, desktops, printers, scanners, external portable disks, flash drives, power supplies and other computer equipment.
  • Administer IT archives, software disks, manuals, documentation, back-up tapes and IT consumable supplies for Baghdad and Erbil offices.
  • Liaise with local suppliers on repair and maintenance of computer hardware/network/telecom equipment.  Ensure repaired hardware and software are checked and returned properly.  Assist in maintaining contact with service contractor and keep track on follow-up action or progress of services.
  • Visit the Erbil office periodically, and as required. Alternatively, provide remote support via Team Viewer when appropriate.
  • Maintain serviceability of all Electronic Data Processing (EDP) equipment both in Baghdad and Erbil offices.
  • Schedule and plan to perform daily backups and recovery of data when necessary.
  • Assist the Support Services Associate in Baghdad on the approval process for UNMAS Iraq personnel visas, Movement of Personnel (MoPs) and UN ID Cards.
  • Assist the Support Services Associate in Baghdad on receipt of the invoicies from UNAMI and UNDP in Baghdad.
  • Performs other ICT and/or Admin related tasks assigned by the SSO.

Education/Experience/Language requirements

Education and Relevant Years of Experience:
  • Secondary education (high school or equivalent) with five (5) years of relevant experience OR
  • First level university (Bachelor's Degree or equivalent)  in Information Technology, Computer Science or any other related field with a minimum of one (1) year relevant experience.
Work Experience:
  • Relevant experience is defined as experience in Information Technology or Computer Science 
  • Computer literacy and skills (MS Word, Excel and Power Point) is required
  • Experience in the field of administration and/or travel management is desired
  • Experience with the use of HF and VHF radio operations is desired
  • Prior experience with the UN system or an international NGO is desired
  • Experience in the use of the UN security system is desired
  • Microsoft Certified IT Professional (MCITP) certification is desired
Language:
  • Fluency in both English and Arabic (speaking, writing and reading) is required
  • Knowledge of Kurdish langauge is desired
  • Knowledge of another UN official language is desired
