The Danish Demining Group (DDG) is looking for a highly qualified and motivated Programme Manager / Head of Office to strengthen and oversee DDG’s armed violence prevention activities in Tunisia.

                                                                                                                                        

The Danish Demining Group:

Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by vulnerable people affected by conflict and instability all over the world. Danish Demining Group (DDG) is the branch of DRC that focuses on human security programming. DDG strives to identify safety and security needs from the perspective of those living with conflict and to help them find non-violent solutions. These go beyond traditional mine action activities to include Violence Reduction (VR). VR programming specifically seeks to engage communities in developing durable solutions to local safety and security challenges.

 

DRC/DDG has been working in the region in Libya and Tunisia since 2011. In 2014, DDG started a project in border towns in southeast Tunisia to address community security and resilience by establishing local committees for community dialogue and conflict management. DDG is now seeking to start a new project that reinforces the committees in Tunisia and also extends them into Libyan border towns.

 

Pending funding for this new phase of programming, DDG is seeking a qualified Program Manager to provide leadership on cross-border programming and manage overall program implementation.

 

Key responsibilities and tasks:

The DDG Programme Manager will have the overall responsibility of the management and development of the DDG portfolio in Tunisia, and will report directly to the DRC/DDG Country Director as well as to and with consultation from the DDG MENA Regional Manager.

 

This role requires a strong background within armed conflict operations and programming. The DDG Programme Manager will be responsible for the liaison with international donors, as well as with the national authorities in Tunisia. The role also requires close cooperation and collaboration with DRC on complementary programming, and an understanding of DDG’s wider role in contributing to humanitarian assistance and development.

 

Specific duties will include:

Strategic and Program Development

  • Oversee monitoring and analysis of political and security developments and trends in the Tunisian-Libyan border region
  • Develop a clear vision for DDG’s program in the border region, as well as possible areas of collaboration with other DRC programs and potential external partners
  • Oversee internal discussions on thematic issues related to violence prevention, conflict management, community security, and border management
  • Develop a clear strategy for program implementation and evaluation
  • Develop programmatic materials and resources to guide program implementation according to the program strategy

 

Project Management

  • Manage overall program implementation through oversight of project work plans, activity plans and materials, and reporting
  • Conduct regular internal staff meetings and visits to field sites to ensure effective communication and troubleshooting of programmatic challenges, when necessary
  • Support effective use of project management tools and development of new tools and procedures as needed
  • Conduct regular internal grant meetings to ensure timely project implementation, as well as effectively and efficient use of funding and other resources
  • Establish and provide overall oversight on monitoring at both output and outcome levels, in accordance with project M&E Plans
  • Develop in coordination with program and finance staff thoughtful narrative and financial reports to donors on project implementation and targets
  • Knowledge Management and Learning
  • Monitor forthcoming research, media, and events related to community security, conflict management, and integrated border management in Tunisia and Libya
  • Support the capacities of relevant local staff in reporting and information management
  • Oversee the effective management of all project documentation in a safe and accessible way
  • Ensure quality evaluation of mid-term and final project evaluations, and dissemination of findings to relevant internal and external beneficiaries
  • Promote a culture of organizational learning by actively identifying challenges and supporting formulation of lessons learned

 

Team Management

  • Develop the capacity of the team with respect to project goals and themes and assist their overall career development through internal technical training and mentorship
  • Ensure effective internal communication and accountability
  • Provide constructive feedback to staff and manage performance appraisal processes
  • Promote a positive work environment and internal team dynamics to ensure that every staff member can achieve excellence and effectively contribute to the team
  • Recruit, orient, and mentor new staff

 

Operations and Security

  • Collaborate with finance, procurement, and human resources technical managers and field staff to ensure compliance with donor and DRC operational standards and practices
  • Oversee effective operation of the field offices to support programmatic and staff needs and institutional standards
  • Collaborate with Safety Advisor to ensure compliance with security procedures and policies
  • Proactively ensure that staff operate in a secure environment and are aware of policies

 

Organizational Representation

  • Identify and develop opportunities for new collaborative partnerships with international and national NGOs, local government actors, donors, and other stakeholders
  • Ensure transparency through communication of programmatic goals, achievements, and obstacles to donors and local stakeholders
  • Contribute to cross-organizational learning and coordination through sharing of resources

 

Accountability to Beneficiaries

  • Support all efforts at accountability to local communities and other beneficiaries, engaging all relevant actors in participatory design, implementation, monitoring, and evaluation of programming
  • Ensure program strategy is clearly communicated to local staff, beneficiaries, and partners
  • Ensure that program implementation is responsive to communities and partners and remains aligned with DRC/DDG mission, principles, and values

 

 

Qualifications and Requirements

 

Education and Experience

  • At least 5 years of relevant professional experience, with at least 3 years working on peace, security or governance issues with international or non-governmental organizations
  • At least 2 years of management experience in progressively responsible positions
  • Proven experience in project cycle management, including project start-up and close-down
  • Demonstrable experience of proposal writing and program development
  • Extensive experience managing diverse, multi-cultural teams, including remote management
  • Master’s degree or equivalent in conflict management, international relations, social science, or related field

  • Excellent writing and communication skills in English; language ability in either Arabic or French
  • Strong conflict analysis skills
  • Ability to provide internal trainings on conflict management topics
