Context of the position

The French Red Cross (FRC) is operational in Northern Iraq since 2013, especially in Dohuk, Ninewah and Erbil governorates. Focused first on the influx of Syrian refugees, then on the IDP crisis and the challenging displacements and returns of population, the FRC provides assistance in a range of sectors including WASH, Livelihoods, Education, Shelter and Relief.

Iraq, more than ever intertwined with the Syrian civil war, reached another inflection point with the current increase of violence in the North and the West linked to the emergence of ISIS in June 2014, leading to have significant part of Northern Iraq seized, including the city of Mosul (2nd largest in Iraq).

Iraqi and regional actors started the operations to retake control of Ninewah province including Mosul on October 17th, 2016. It marked a significant escalation of the emergency level in Iraq. The operation to retake Mosul officially ended on July 10th, 2017. Almost 1 million people fled from western Mosul and western Ninewah Governorate as of July 26th, 2017, surpassing humanitarians’ ‘worst-case’ estimates. Beyond Mosul, sustained efforts are now needed to support more than 700,000 people who lost everything. With the Iraqi Red Crescent (IRCS), the FRC responded to the first wave of families displaced from Mosul in October 2016 and is currently leading a consortium of six national societies responding to the Mosul crisis, through WASH and Relief activities.

In order to pursue its humanitarian assistance to the IDPs in Ninewah Governorate, the FRC has identified two main actions; one targeting displaced population off camps and a second one targeting IDPs’ camps. Additionally, based on its experience and capacity, the FRC will focus its operation on WASH and livelihood activities.

The regional crisis and its consequences on Iraqi territory, juxtaposed with internal political tensions only highlight the need for FRC’s continuous support in helping the Host National Society in Iraq to build their own capacity to respond to emergencies, including in the local branches.

Moreover, the protracted nature of the conflict in Syria as well as the enhanced pressure on public infrastructures only lead to reduced opportunities for Syrian refugees and displaced people. The FRC, in close collaboration with the IRCS, is addressing these issues through multi-annual programming on Livelihood and access to Education.

The Iraqi delegation currently employs about 45 national staffs and 15 international staffs.

In 2018 the FRC will continue its emergency and recovery assistance for Syrian refugees, Iraqi IDPs, returnees and most vulnerable host communities in the country. This includes in particular for the position of the program coordinator:

  • Continuous development of the FRC strategy in Iraq in synergy with the Iraqi Red Crescent Society (IRCS) & with the RCRC Movement Partners present in country
  • Guarantee the quality, appropriateness and sustainability of the joint FRC/IRCS programs
  • Coordination of the projects cycle and more particularly the operational monitoring of programs implemented with the IRCS in Iraq

In 2017, FRC will continue its emergency and recovery assistance for Syrian refugees, Iraqi IDPs, returnees and most vulnerable host communities. This will include in particular for the position of Support Delegate Finance and Logistic:

  • Ensure the proper financial, accounting and budget management of the sub-delegation in conformity with FRC process
  • Ensure the HR availability necessary to the realization of the projects and the management of the administrative and legal files in conformity with the FRC procedures
  • Ensure the availability of the technical means necessary to the realization of the project
  • Proceed and oversee the procurement in conformity with FRC procedures
  • Oversee the general logistic management of the base

The position

Under the supervision of the head of sub-delegation based in Dohuk, the support delegate will be in charge to follow up and to ensure the proper functioning of the support (logistic and administration) department of the sub-delegation and to support, through FRC programs, the Iraqi Red Crescent.

The support delegate works under the direct responsibility of the HOSD.

The support delegate is the direct manager of the field logistician and the admin/finance assistant.

The support delegate is in relation with the project manager, the logistic and administrative coordinators and their teams.

Profile of the candidate

· Educational background and experiences:

  • Graduate or post-graduate degree in relevant field;
  • Previous knowledge of FRC and RC & RC Movement mandatory
  • Previous experience in logistic and administration or any relevant experience

  • English mandatory (oral and written);
