The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Purpose of the Job:
TThe purpose of the Shelter Technical Officer position is to contribute with specific technical competences to project implementation. This position will normally not entail management responsibility of staff, but under certain circumstances the job may entail management responsibility for a very limited number of staff at assistant level. These circumstances can either be related to a time-bound support or permanent but in scope limited administrative support. If supervision of technical or a wider range of staff is needed, the position of Team Leader is to be used.

Job description

  • Ensure compliance with NRC policies, guidelines and standards
  • Ensure compliance with CC strategy, tools, handbooks, guidelines and standards
  • Carry out regular site monitoring and quality control of the project
  • Responsible for ensuring the construction project is implemented according to the plan with the required quality and design
  • Ensure adequate and quality communication and liaison with all external stakeholders especially the government departments including DoRR and DoEc.
  • Provide reports such as Monthly Implementation Progress report, mid-term and final reports
  • Provide specific technical support for identifying and contracting of suppliers
  • Participate in NRC staff seminars and trainings, when scheduled
  • Provision of the monthly plan for own and his/her team
  • Keeping on track recording of training data and program documents
  • Participate actively in project coordination meetings
  • Coordinate closely his or her activities with Shelter and WASH PM
  • Assist her/his direct supervisor/PM on planning, organizing, facilitating and monitoring of the project
  • Be willing to travel throughout the districts and other provinces, this is primarily a field position and will require physical activity in a range of demanding natural environments and conditions
  • Provide technical support for architectural and structural design of the buildings
  • Any others tasks assigned by supervisors/Shelter and WASH PM.

Qualifications

  • Graduated from civil engineering faculty
  • 3 years’ experience from working within technical expertise area in a humanitarian/ recovery context
  • Previous experience from working in complex and volatile contexts
  • Experience with quality controlling, designing, implementing and monitoring of construction projects
  • Knowledge of working with engineering software
  • Manage time effectively, prioritizing tasks and able to work to deadlines
  • Good report-writing skills
  • Good cultural, social, political and security knowledge of the area
  • Proven communication, interpersonal and negotiation skills with strong experience
  • Working knowledge of English language
  • Computer skills
  • Able to work productively in periods of high stress and activity
  • A sense of humor
  • Work confidently within a group
  • Able to decide what steps are needed to achieve particular goals and then implement these
  • Knowledge of local language/s
