The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the Finance Advisor is to be responsible that the financial set up is according to NRC standard and to support programme/project implementation and Supports Finance in ensuring that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements.

Job description

  • Supports Finance in ensuring that country set up adhere to Financial Handbook, NRC policies, donor and auditor requirements
  • Implement NRC’s financial systems, routines and procedures
  • Works with Finance Manager to maintain overall budget control and monitor cash flows
  • Training of line finance coordinator and other staff with financial responsibilities
  • Provide regular analysis and reports
  • Implement anti-corruption policy
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Responsible for adherence to NRC policies, guidance and procedures
  • Accountable for relevant high quality finance support to programmes
  • Responsible for financial management, control systems and adherence to Financial Handbook , Anti-Corruption Policy, donor and auditor requirements
  • Responsible for input on operational support cost in proposal development, and to coordinate and align operational support with programme plans
  • Responsible for maintaining high quality financial reporting to donors
  • Resposible for grants revision, amendments and closer
  • Ensure that monthly financial reporting is conducted across areas (Budget vs Actual reports for support & project costs, projections up to the grants end date.)
  • Responsible for capacity building of all finance staff and of programme staff in budget development/control
  • Manage performance and staff development of staff reporting to Finance Advisor Responsible for a management culture, a working and learning environment in line with NRC's values and leadership/management framework
  • Promote the rights of IDPs/refugees

Qualifications

  • University Degree in the field of Finance, Master is prefereable
  • Minimum 3 years of experience from working as a senior Financial Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Solid knowledge of computer software and modern accounting systems
  • Fluency in English, both written and verbal
  • Valid driver’s license

Education field

  • Education title: University Degree in the field of Finance, Master is prefereable
