OBJECTIVES OF THE PROGRAMME

To support countries of the African region, and in particular countries that are members of the QoC Network to ensure evidence-based policies and strategies are in place to achieve universal access to high quality health services for maternal, newborn andchild health (MNCH), and increase coverage and quality of effective MNCH interventions among pregnant women, newborns and children, and to create mechanisms to measure the impact of those strategies.

DESCRIPTION OF DUTIES

Under the leadership of and managerial guidance from the Director FRH the incumbent will\:Coordinate the strategic activities and operations of the QoC Network with a focus on supporting country implementation and the partnership dialogue with regional and country partners;Liaise and support the QoC Network coordination team in following up with the implementation and reporting of activities in the Network countries in the region;Support Network's country-focused work by providing technical assistance to Network's first wave countries in development and implementation of a national strategy and action plan and creation of local multi-stakeholder partnerships; Build capacities of country partners and stakeholders for implementation of standards of quality of care and quality improvement interventions;Support the development of the QoC Network global learning platform, including .the establishment of functional learning platforms at national level in first wave countries, with the aim to facilitate knowledge and experience exchange at national level and between countries and partners; Contribute to development and preparation of tools, guidance and approaches that would be part of the package of normative and implementation guidance for countries to use in the design of national strategies and action plans to improve quality of care in MNCH services and build local capabilities for implementation; Support the implementation of the various technical projects under the umbrella of the Global Strategy for Women's, Children's and Adolescents' Health, and the realization of the WHO vision for improving quality of maternal, newborn and child care, as per need

REQUIRED QUALIFICATIONS

Education

Essential\: A first university degree in medicine from a recognized university.
Desirable\: Advanced university degree in Medicine, Public Health or related discipline.

Experience

Essential\: A minimum of five years of working experience, including working with maternal, newborn and child health programmes and/or quality of care in Africa or other regions; at least two years working at the regional level (other countries).
Desirable\: Experience in the development of normative guidance and programme implementation tools. Experience in development of strategies and plans, with a focus on RMNCAH sector.

Skills

Expert knowledge of global maternal, newborn and child health issues, quality of care and policy development; Good communication skills both written and oral; Excellent organizational and programme management skills; Proven ability of report writing; Ability to function effectively in a team setting in a cross-cultural environment.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 58,583 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2700 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
