Background Information - Management Support Centre (MSC)

The UNOPS Management Support Centre (MSC) acts as the technical front office and works in close collaboration with the regions and partners on operationalizing best practices, towards global and other tailored agreements around management services.

MSC gains insights into specific needs of partners, through technical experts, in the areas of Project management, Infrastructure, Administration, Procurement, Human Resources and Financial management services, and tailors solutions at the corporate level, ensuring appropriate skills, products and services can be sourced, internally and externally, to support such engagements.

MSC supports the maintenance of global engagements with partners, in close coordination with regions and practices, and provides advice on communication and branding of such services.

MSC has the following key responsibilities:

At Corporate level:

·       Lead the development of the strategic focus on Management Services and contributes to positioning UNOPS as the global partner in the provision of Management Services to partners

·       Oversee and house the hosting strategy, develop hosting frameworks to manage business and risks, and ensure new potential hosted entity engagements are reviewed as per corporate standards.

·       Oversee and house the global agreements with global partners on management services and maintain a steady line of communication with the partners on service performance

At the Regional level:        

·       Support the regions with packaging of management solutions as a service line to be provided to partners, whether as local partners or under global partnership agreements.

·       Support the Regions with hosted entities Management Services, including assessing global operational risk and leading corporate knowledge management on the topic.

Background Information - Job-specific

The Business Proposal Writer will report directly to the Director, and work alongside other members of the business team, namely the Business Market Specialist and the Information Resource Analyst.

Next to the Business Team, the Business Technical Specialists Team comprises of technical specialists within the areas of HR, Procurement, Finance, Administration, Project Management and Infrastructure. The Business Technical Specialists will serve as the primary input into the business proposal writing.

The Business Proposal Writer will also provide input into the cross-operational management services catalogues of services.

Functional Responsibilities

The Business Proposal Writer will support UNOPS efforts in developing business opportunities with potential partners, using existing information and materials, as well as inputs from and relevant to substantive discussions between MSC and partners. The proposals will focus on providing technical solutions across all management services, and structured in a manner that is concise and specific to the partner needs and expectations. The Proposal Writer will compile, write, edit, and produce competitive and high quality proposals and concept papers, both unsolicited and solicited for UNOPS partners, based on substantive inputs provided by the Business Technical Specialits.

The Proposal Writer will have an understanding of pricing and costing models, and will be able to incorporate such models into proposals. 

Functional responsibilities are as follows:

Based on substantive inputs from the Business Technical Specialists, compile the content of responsive, high-quality and reader-friendly detailed business opportunities proposals. This includes analysing, summarising and the use of information, official statistics, and any other UNOPS and partners materials as appropriate.

Identify information gaps blocking proposal completion and secure that the necessary information is available to complete the process. Conduct research and collect/analyze and interpret UNOPS  data and information needed for proposals, utilizing UNOPS, partners and other electronic resources to develop proposals

Submits multiple drafts for team reviews, incorporating comments from reviewers in liaison with relevant stakeholders.

Edits and proofreads drafts and final versions of proposals. This includes making editorial recommendations and formatting the final design of materials, which includes laying out text in appropriate design software (i.e. MS Powerpoint, MS Word, etc.) and adding graphs as needed.

Other general corporate responsibilities: Ensures facilitation and promotion of knowledge building and knowledge sharing, focusing on achievement of the following results:

  • Compilation and implementation of training for operations/ programme personnel
  • Sound contributions to knowledge networks and communities of practice.
  • Synthesis of lessons learnt and best practices in administration.

Takes control over his/her own performance management and career development



Education

  • Minimum High School diploma is required;
  • A University degree (Bachelor's or Master' s) in a relevant field is desired and can compensate for the relevant professional experience
  • Professional  Certification in writing, editing, or similar and relevant areas are preferred. 

Experience

  • Minimum 3 years of relevant experience in professional writing or editing, with exposure to international development is required;
  • Experience in the field (non-HQs) is a strong asset; 
  • Strong communication skills (written and oral); 
  • Knowledge of UNOPS operations is an asset

Languages

  • Fluency in written and oral English is required. 
  • Knowledge of French, Spanish or Arabic is an asset.
