Position Background

The Program Officer works within the Civil Society Initiatives program to implement activities with families of the missing and civil society organizations to enhance their capacity to be fully engaged in the issue of missing persons, to secure the rights of families of missing persons, to encourage public involvement in ICMP’s activities and to contribute to the development of appropriate expressions of commemoration and tribute to the missing.

The role supports ICMP’s work with Iraqi families of the missing, civil society organizations and government officials to establish partnerships and networks that promote the rights of family members of missing persons, including the rights to truth, justice and reparation. The program seeks to benefit in particular women affected by the issue of missing persons in Iraq. Under the overall guidance and supervision of the CSI Program Coordinator in Iraq, the duties of the

  • Identify key stakeholders and develop trust and working relationships with community leaders, civil society, and representatives of family associations located in Iraq;
  • Oversee the implementation of ICMP’s Small Grants program;
  • Facilitate activities that enable families to report missing persons;
  • Design and organize capacity-building events and meetings with communities, families of missing persons and CSOs;
  • Monitor political and social developments in Iraq and the region to identify threats and opportunities related to ICMP’s objectives;
  • Contribute to the design and implementation of public information and visibility strategies in Iraq, in coordination with headquarters;
  • Identify and develop relationships conducive to securing cooperation and access by ICMP to affected communities in Iraq;
  • Provide support to end-users ensuring the proper and effective use of ICMP’s data collection applications and modules, including the Identification Data Management System (iDMS) and the Online Inquiry Center (OIC);

  • Support relevant administrative tasks; and
  • Carry out other related duties, as assigned.

Qualifications & Skills

  • Master’s degree in law, political science, social sciences, international studies, public administration, humanities, or other relevant discipline;
  • At least five years of progressively responsible experience in rule-of-law, human rights, development or related areas at an international organization or an international non- governmental organization or public institution. An additional two years of directly relevant work experience may be accepted in lieu of a master’s degree;
  • Demonstrated project management experience, including financial/grant management;
  • Demonstrated experience organizing events and meetings and handling logistics;
  • Experience working directly with civil society organizations and affected communities;
  • Excellent conceptual, analytical, documentation and presentation skills, including frequent report writing; and
  • Excellent planning and prioritization skills, including the ability to think and operate strategically.

Additional requirements:

  • Excellent knowledge of English is essential, to include demonstrated oral and written communication skills; knowledge of Arabic and Kurdish is an asset;
  • Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and PowerPoint;
  • Ability to interact positively with colleagues regardless of culture, nationality or gender;
  • Willingness to travel and to work flexible hours including weekends and evenings; and
  • Capacity and willingness to work in sometimes challenging circumstances and under hardship living conditions.
