Context:

Under the overall supervision of the IOM Chief of Mission (CoM) in Tajikistan, the successful candidate will be responsible for monitoring and contributing to the management of IOM’s community stabilization and emergency programming, with specific focus on the Tajik-Afghan border areas. S/he will be responsible and accountable for the overall implementation of all community stabilization programming in target area activities related to livelihoods, infrastructure rehabilitation, social cohesion, preventing violent extremism, and emergency preparedness and response. S/he will actively contribute to donor and governmental liaison, as well as project development.

Core Functions / Responsibilities:

1. Assist with planning, preparation and adjustment of all aspects of the project and programme including project work plans, Monitoring and Evaluation (M&E) tools, and arrangements required for the effective implementation of programmatic activities.

2. Ensure project budget control. Maintain necessary resources to match overall project implementation requirements. Monitor project expenditure trends and recommend adjustments to meet project requirements. Ensure visibility as per donor requirements. Page 1 / 33. Supervise and provide training to staff within the Community Stabilization and Emergency Unit.

4. Monitor all aspects of work within the community stabilization project and support staff and assist in identifying problems and providing solutions to ensure the timely delivery of outputs. 5. Actively contribute to donor liaison, coordination with partners, and governmental cooperation, participating in inter-agency forums, meetings and workshops when required. 6. Draft and coordinate regular project reports, including ad hoc, interim, annual and end-of-project reports, in a timely manner, in accordance with IOM procedures and donor requirements.

7. Monitor, follow up on and facilitate the provision and inclusion of adequate public information around the project including visibility, press releases, media/social media outputs and situation reports. Respond to requests for information from donors, IOM Sub-Coordination office, Regional Office, and Headquarters.

8. Act as the Migration Crisis Operational Framework (MCOF) focal point, coordinating IOM’s response to emergencies where required, facilitating staff development on MCOF, and drafting inputs for planning and development of internal strategies for the Mission. 9. Coordinate the selection, monitoring and compliance of implementing partners, including drafting Terms of References (ToRs), budgets, and supervision of delivery and reporting. 10. Undertake duty travel relating to project/programme assessment, liaison with counterparts, problem solving, and new project/programme development, as required.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Demonstrated capacity in project management and budget tracking, including grant management and infrastructure rehabilitation;

• Proven track-record in successful project development;

• Experience in transition and recovery programming, as well as emergency preparedness and response;

• Experience in liaising with governmental and donor authorities as well as with national and international institutions;

• Sound and proven understanding of internal and international migration issues in Tajikistan, Afghanistan, and Central Asia.

Languages

Fluency in English is required. Working knowledge of Tajik and/or Russian is an advantage. Desirable Competencies:

Internationally recruited professional staff are required to be mobile.
