Background Information - Job-specific

The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region, the office runs operations including large-scale procurement, project development and technical management, and provides financial, human resources and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, so as to achieve the outcomes sought by the clients.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

Job Purpose:

Under the immediate supervision of UNOPS senior Security Advisor, the security assistant will provide assistance in his/her role for ensuring Security Risk Management (SRM) /Minimum Operating Security Slandered (MOSS)/ Residential Security Measures(RSM) Compliance and matters pertinent to safety and security of UNOPS personnel, premises and associated assets for Jordan office. It is important to note that the SA must always coordinate his/her functions in close cooperation with DSS and under a direct supervision of UNOPS senior Security Advisor.

1-Assists in implementation of Security Plan

  • Provide assistance to the all offices of UNOPS in Jordan in the implementation of the Security Plan, Contingency Plans and the UN Security Framework, including ensuring that all UNOPS personnel are covered by relevant Security Plans;
  • Ensure Staff Lists are maintained regularly for Jordan office.
  • Administer and test the UNOPS Warden Plan for Jordan office;
  • Participate and coordinate for the field missions to facilitate movement within the country and provide guidance to the team leaders of field missions as well as keep coordination with the UNDSS and radio Room. Ensure timely preparation of Mission Requests and Security Clearances;
  • Facilitate security clearances for UNOPS staff for missions in Jordan, as needed;
  • Administer staff IDs (issuance and renewal) in coordination with the SSA;
  • In coordination with UNDSS, ensure availability of updated and adequate procedures for dealing with emergencies involving UNOPS staff in Jordan.
  • Assist in preparation and implementation of Business Continuity Plan;
  • In coordination with UNDSS be prepared for 24-hour response to all security and safety related incidents involving UNOPS staff;
  • Provide assistance to UNOPS SSA in implementing recommendations of the UNDSS.

2- SRM/MOSS/RSM Compliance

  • Assist in the maintenance and monitoring the SRM/MOSS and RSM compliance of UNOPS staff, offices, equipment and other areas. Identify the Emergency Communication Equipment needs;
  • Assists in the preparation of UNOPS security reports such as the securing Incident Reports. Also assist the SSA on the conducting SRM/MOSS self-assessment on regularly basis;
  • Ensure that all staff members posted to UNOPS have completed the Basic and Advanced Security in the Field Training and that records of certificates are maintained with the HR Unit;
  • Assist in selection and procurement of appropriate equipment for security (vehicles, telecommunications equipment etc). Monitors the procurement, deployment and functionality of the same;
  • Take responsibilities for maintenance of office vehicles in respect of security requirement, equipment, and vehicle logs.
  • Coordinate with the SSA and UNDSS to conduct periodic appropriate security assessments of UNOPS premises and equipment and provides advice on shortfalls in security preparedness with recommended improvements and solutions;
  • Coordinate with the SSA and UNDSS in implementing UNOPS office security measures and procedures.

3- Threat & Risk Assessment

  • Coordinate with UNDSS security risk assessments, evaluations and surveys of UNOPS Jordan office as appropriate. Coordinate on the office emergency and security preparedness in coordination with different stake holders;

4- Liaison/Coordination

  • If so requested and in close cooperation with UNDSS, maintains close contact and liaise with host government agencies and other UN offices to obtain latest information regarding the security situation in the country.

5- General Assistance to the SSA

  • Provides general administrative assistance to the SSA and assist him/her in relation to security expenditure, maintaining dashboard and budgeting;
  • Maintains routine and confidential correspondence files/documents related to security issues;
  • Provides substantive support to the SSA in collecting and updating information concerning security issues and communicating them to UNOPS R&D.
  • Takes minutes and/or notes at security meetings, when necessary;

6- Security Training/Briefings

  • In close cooperation with UNDSS, provides support in organizing and conducting training briefings and courses on security issues/awareness and preparedness and giving orientation to newly assigned staff members

7- Other Tasks & Activities

  • Provides assistance in the conduct and follow up of investigations and incidents affecting UNOPS staffs and offices;
  • Represents UNOPS at the local Security Cell meetings, as appropriate, in the absence of SSA;
  • Provide briefing to staff and other Associated personnel on UN Security Management System and other relevant security matters;
  • Performs other security-related tasks assigned by the SSA;

 Work Relations

To closely work with UNOPS SSA, UNDSS Security Advisor and Government Security Departments.


Education

 A First Level University Degree (Bachelor's) in Security, Military Science, Law Enforcement or a relevant field is required. A Secondary Diploma (High School) with an additional 5 years of relevant experience may be accepted in lieu of the Bachelor's Degree requirement. Relevant certificates in security management and operations a distinct advantage

Experience

  • 5 years of relevant experience in security, preferably in military or police context or related field of work.
  • Experience in UN international related environment is a plus.
  • Demonstrating/safeguarding ethics and integrity.

Languages

  • English and Arabic proficiency both written and oral;
  • Knowledge of other UN languages (original languages) is an advance.
