The Norwegian Refugee Council in Ethiopia is looking for an Area Manager based in Melkadida (Dollo Ado). As a member the the Country Management Group, the Area Manager role is responsible for the overall management of programmes and support functions in the area.

Job description

• Line management for senior project staff and support functions (and Field Office Coordinators) in the area
• Programme Development: develop strategies and concept papers; assist in securing funding and collaborate with donor agencies; plan assessments and evaluations in Melkadida refugee camps
Programme Management and quality control; ensuring systems for monitoring activates are implemented:
• Provide area specific input on Core Competence strategies, Country Strategy and Plan of Action
• Organize grants opening and closure meetings at area level
• Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
• Assess needs, develop and implement emergency response plans
• Represent NRC and networking on area level; and coordinate programme activities with other actors such as UN, NGOs, national authorities.
• Ensure that capacity building is provided to all staff in the area
• Ensure overall security and safety of staff in the area
• Promote the rights of IDPs/returnees in line with the advocacy strategy

Qualifications

• Relevant university qualification, preferably at post-graduate level
• Minimum 5 years of experience as a Senior Project Manager in a humanitarian/recovery context
• Previous experience in complex and volatile contexts
• Demonstrated leadership and management skills
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English, both written and verbal
