Project Overview
Pact is recruiting a Communications Advisor for an upcoming USAID-funded project in Ukraine, Donbas Activity. The purpose of the Donbas Activity is to promote inclusive civic identity and common civic values by addressing the divisive impacts of Russian aggression, Ukrainian ultra-nationalism, and the consequences of ongoing armed conflict. The activity will promote civic awareness, social and economic entrepreneurship, and improve democratic engagement between citizens and government institutions as well as improve community services in areas most affected by these divisive influences.

Position Purpose
The Communications Advisor will support communication and media efforts of the project. More specifically, the Communications Advisor will play a key role in ensuring that there is an effective communications strategy and campaign for civic engagement and civic awareness, including in relation to reforms; will support implementation of the Regional Communication Strategy; build capacity of local media; and design media-related activities to build national identity in the Donbas region. This position is contingent upon award.
Key Responsibilities

  • Assist regional and local administrations to develop an effective implementation plan to carry out their communications strategies.
  • Develop and deliver communication campaigns aimed at building national identity, and increasing engagement between citizens and government.
  • Develop and deliver appropriate training programs, workshops, forums, and other public outreach campaigns to increase civic engagement and awareness.
  • Develop capacity of local organizations to carry out information campaigns and to use other tools to increase citizen engagement and awareness.
  • Build capacity of local media to more effectively report on issues facing communities, including print, radio, and TV.
  • Prepare publications for the media, members of relevant government ministries, and civil society.
  • Disseminate regular project updates to interested stakeholders and media, including drafting success stories, snapshots, before and after pieces, and other communications materials.
  • Oversee progress on the implementation of the communications strategy.
  • Other duties as assigned.**Basic Requirements**

  • Bachelor’s degree in communications, journalism, international relations, or a related field.

  • At least 6 of experience working in communications, public information, or media in Eastern Europe, preferably Ukraine.

  • Experience engaging diverse stakeholders, including governments, civil society, and international donors.

  • Ability to transform technical concepts into content that is relevant and will achieve strategic objectives.

  • Strong interpersonal and cross-cultural communication skills.

  • Creative problem-solving skills.

  • Demonstrated ability to manage and oversee multiple complex tasks simultaneously.

  • Fluency in English and Ukrainian or Russian is mandatory.
    Preferred Qualifications

  • Knowledge of civil society in the Donbas region of Ukraine and the challenges that are preventing meaningful civic engagement.
