Background

The Team Leader of Peace consolidation and support to democratic institutions should have a clear and comprehensive vision of the transitional challenges in DRC. Her/his vision of development should pragmatically integrate the fundamental orientation of UNDP in peace consolidation, democratic institutions development, poverty reduction and climate change.
The Team Leader will, under the overall supervision of the Country Director and direct supervision of the DCD (P), function as the manager and principal advisor on peace consolidation and democratic institutions policies and strategies to UNDP-DRC, ensure Team Leadership and overall direction and management of the pillar 1 portfolio and provide advice on the strategic areas of intervention on governance and peace related areas of intervention for UNDP.
The Team Leader will serve as the focal point for the formulation, partnership building and resource mobilization, programme development, implementation and management of the UNDP Country Programme in the practice area of peace consolidation and democratic institutions development.
The Team Leader will be an effective Team Player, as his/her work will be conducted with his/her colleagues responsible of the other UNDP practice areas including Poverty Reduction, Energy & Environment, Conflict Prevention and important cross-cutting areas including Monitoring & Evaluation, Gender, and Communication. To this effect, he/she should advocate for integrated programme and synergies between the two pillars of the UNDP.
 

Duties and Responsibilities



 Advocacy and Capacity building

  •  Advise UNDP and the national counterparts in all matters related to his/her specialty, including the following, but not only:
  1.     Identification of specific areas/niches of interventions;
  2.     Identification of institutional needs for capacity development;
  3.     Identification of Civil Society needs for capacity development;
  •  Jointly with the team leader of pillar II, development of interdisciplinary and inter sectorial policies in all areas related to peace consolidation and strengthening of democratic institutions;
  •  Support the office in the identification of the needs and roles of non-governmental organizations in the democratization and development process;
  •  Formulate the strategy for engagement with civil society, and recommend appropriate interventions ensuring synergies between various actors, including CSOs;
  • Promote awareness and understanding within the Government, civil society and private sector with regard to the norms and standards of good governance and the promotion of democracy and human rights;


Programme development

  • Contribute to the development of the UNDP Country Programme. Contribute to the formulation, development and implementation of the peace consolidation and democratic institutions sector of the UNDP programme in the DRC, taking into account the operational and political complexities, with a view to designing effective results in the practice area of democratic  governance;
  •  Ensure that peace consolidation and democratic governance issues are systematically addressed in the UNDP planning and results-based management processes; identify bridging arrangements, execution modalities and exit strategies; and ensure that performance monitoring, evaluations and impact assessments are carried out; contribute in his/her specialty to the development of the joint programming exercise with UN sisters’ agencies.
  •  Ensure that the programme effectively contributes to results in gender and the promotion of women in development in line with UNDP’s mandates.



Programme Management

  • She/he will ensure optimal financial planning and identification of human resource requirements within the area of governance;
  • Determines need for, recommends, and mobilizes technical experts for policy interventions and advice during strategic programme exercises;
  •  Leads the development of innovative and appropriate implementation modalities that respond to the uniqueness of the current political and operational context in DRC;
  •  Ensures the team's formulation of management, targets and results indicators, substantive programme implementation, monitoring and evaluation ;
  • Leads the formulation, advocacy to and realization of business-development initiatives in practice areas and cross-thematic initiatives.
  •  Effectively manages the programme team, including providing for their learning needs and sharing substantive knowledge with the programme team.
  • Ensures proper monitoring and evaluation  of democratic governance and peacebuilding and conflict prevention programmes
  • Support UNDP in promoting partnership and coordination with UN sisters agencies
  •  Coordinates UNDP's initiatives on good governance and peacebuilding and conflict prevention with other United Nations agencies and donors, and develops inter-agency synergies and complementarities;
  • Collaborates closely with the cross-cutting units, especially Monitoring & Evaluation, Parterships, Communucations, and Gender, with a view to ensuring that the programme is responsive to donor needs and requirements, and that results are communicated in a timely and transparent manner.
  • Perform other tasks as requested by the RR and the Country Director and his/her supervisor.

Required Skills and Experience

Education:
    

  • Master degree in Public Administration, Political Science, Development Studies, Law or related Social Sciences


Experience:

  •  A minimum of 7 years of progressively responsible experience in the area of democratic governance, including extensive field experience in leadership positions (proven track of substantive development policy and management expertise required);


Other skills :

  • Knowledge of UN/UNDP policies, programming frameworks and procedures, proven ability to design and facilitate complex development interventions;
  •  Strong analytical judgment; efficiency and results-orientation in a multi-tasking environment and excellent management capabilities;
  •  Excellent networking and partnering skills with a demonstrated successful resource mobilization record;
  • Capacity to perform effectively under pressure and hardship conditions; ability to handle confidential and politically sensitive issues in a responsible and mature manner;
  • Public relations, communication and advocacy skills;
  • Excellent teamwork skills, cross-cultural and gender sensitivity, tact and diplomacy in the execution of functions, and competence in protocol;
  • Ability to use information technology effectively as a tool and resource;

Language Requirements:    

  • Full working knowledge of French and English, including excellent writing skills.
