Under the direct supervision of QANDIL’s PARC Outreach & communications project coordinator, the
Compliance & accountability Officer will play a leading role in the development and implementation of
internal/external communication related to the Outreach & CWC Project. The Compliance & accountability
Officer will be responsible for designing a dynamic visibility and communication plan for Outreach. S/he
will assist in monitoring data quality, reporting on general protection trends and charting/visualizing data in a skillful manner.

Main Duties & Responsibilities:

 Overseeing the day-to-day operation and roll-out/expansion of the Complaints, Suggestions, and
Feedback Mechanism;
 Support the Mi-CwC project, as well as other Qandil teams, to ensure and promote accountability to
affected populations and to ensure compliance with SOPs and humanitarian codes of conduct;
 Supervising the hotline operators and the CSFM process via 3 other modalities: mobile teams, help desks,
and complaint boxes, among others;
 Paying attention to CwC components of the CSFM, such as referral pathways, service mapping, FAQs,
community mapping, two-way communications systems, and more;
 Reporting on the CSFM, and designing CSFM visibility and mass information materials;
 Working closely, through a dotted line supervisory relationship, with the CwC associates, who are each
responsible for different elements of the CSFM and CwC project; working with team leaders to utilize
and incorporate outreach volunteers and help desk managers as ‘information focal points’;
 Work with the outreach and CwC teams to bring awareness and fill gaps in information, utilizing
feedback from the CSFM to lead awareness strategy goals;
 Liaising with UNHCR and local authorities to help initiate, develop, and strengthen the two-way
communications system.
 Occasional communications or drafting/editing roles;
 Assisting the project manager in reporting tasks;
 Conduct other duties as assigned by coordinator;
 Uphold QANDIL and UNHCR’s code of conduct, and ensure that all persons of concern are treated with
dignity and respect, in accordance with humanitarian principles and human rights standards.

Required Qualification & Skills:

 Bachelor Degree or MBA in Project Management;
 Minimum two years’ experience in the same position or field, pervious experience in reporting to UN
agencies is preferred;
 Fluency in Kurdish, Arabic & English languages;
 Excellent written and verbal communication skills, in addition to organizational skill.
 Ability to work effectively and harmoniously with colleagues from varied cultures and professional
backgrounds;
 Ability to handle confidential matters, meet deadlines and work under pressure;
 Personal commitment, efficiency, flexibility, and drive for results
