Background

Following the approval of Cabinet, the Bahrain’s Sustainable Energy Unit (SEU) was established in November 2014 by way of a formal agreement between the Minister of Energy and the UNDP.

The key objectives of the Unit are to develop a cohesive and sustainable energy policy and to promote Renewable Energy, Energy Efficiency and Conservation in the country. The Unit will also work towards bridging the legal, institutional, and capacity gaps in order for the Bahrain energy sector to meet the future challenges.

SEU is the entity mandated to lead and promote energy efficiency practices, transfer and diffuse renewable energy technologies and draft related policies and regulatory frameworks in close coordination with stakeholders and partners in the Kingdom of Bahrain. SEU has developed the National Energy Efficiency Energy Action Plan (NEEAP) and the National Renewable Energy Action Plan (NREAP) in accordance with the guidelines of the League of Arab States, with articulated targets that will eventually be the base for developing the National Energy Policy.

SEU is seeking for a qualified Solar Energy Engineer to provide expert services to the NREAP implementation committees and to a range of public sector and private sector stakeholders within Bahrain.

Under the overall guidance and direct supervision of the Director of the Sustainable Energy Unit, the Solar Energy Engineer is responsible for providing technical assistance to public and private sector stakeholders in effective delivery of solar energy projects in the Kingdom of Bahrain. The Solar Energy Engineer promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations. 

Duties and Responsibilities

Summary of key functions:

  • Provide technical support in planning, designing, and implementing solar energy projects in the Kingdom of Bahrain.
  • Provide support with organizing trainings for solar PV Installers & Contractors.
  • Review private sector proposals received by SEU for the development of solar projects in Bahrain.
  • Develop communication content related to the development of solar energy in Bahrain.
  • Deliver presentations on Solar Energy as part of the SEU Outreach and Communications programs.

1.     Ensure effective planning, design and implementation of solar energy projects focusing on the achievement of the following results:

  • Carry out cost and benefit analyses for solar PV systems
  • Conduct engineering site visits to assess and document site dimensions, electrical systems, PV array location, load data, and utility interconnection options for use in design of solar systems
  • Perform computer simulation of solar photovoltaic generation system; performance or energy production to optimize efficiency
  • Design of photovoltaic or solar thermal systems
  • Develop design specifications for solar energy systems or components
  • Create electrical single-line diagrams, or connection diagrams for solar electric systems using computer-aided design (CAD) software
  • Create plans for solar energy system development, monitoring, and evaluation activities.

2.     Ensure effective technical support to SEU stakeholders during installation, start-up, testing, system commissioning, or performance monitoring focusing on the achievement of the following results:

  • Support for producing standard operation procedures and quality or safety standards for solar installation work consistent with existing international standards
  • Assist key stakeholders in implementing new standards and procedures
  • Assist with creating checklists for review or inspection of completed solar installation projects.
  • Provide technical support to key national or commercial projects.

3.     Assist SEU and Project Development Managers in writing tender documents and contracts.

  • Provide technical support to SEU stakeholders in drafting terms of reference and other tender related documentation for the development and implementation of solar energy projects.
  • Foster effective and positive business relationships with all parties throughout project phases
  • Participation in regular internal meetings
  • Perform other relevant duties as required.

Required Skills and Experience

Education:

Bachelor's degree in Engineering, specifically in Electrical Engineering or Mechanical Engineering; Master's degree is an asset.  

Experience:

Minimum five (5) years of work experience in the field of solar energy or specialized degree in Solar Energy Engineering combined with a minimum ten (10) years of work experience in the engineering sector.

Demonstrated knowledge of developing solar energy projects;

Solid understanding of the renewable energy market, sources and legislation.Experience and skills in facilitating the development of multi-stakeholder processes;

Ability to explain technical information to people without technical knowledge;

Strong research, analytical, and writing skills;

Familiarity with the Sustainable Development Goals 2030, specifically knowledge on Goal 7 is an advantage.

Language Requirements:

Proficiency in written and spoken English;

knowledge of Arabic language is an asset.
