Background Information - Job-specific

Indonesian peat lands play an important role in the fight against climate change, with an estimated 80 billion tons of carbon stored. In addition, they are also critical for biodiversity conservation, water resource management, and livelihoods for communities. In the past 15 years, an estimated 3 million hectares of Indonesia’s peat lands have been lost to fires, driven by land clearing for agriculture, abetted by limited enforcement and insufficient fire prevention and control during the dry season. As a result, remaining peatlands continue to be degraded due to logging drainage and burning.

In the framework of the USAID OFDA funded, Generating Anticipatory Measures for Better Utilization of Tropical Peatlands (GAMBUT) project, UNOPS, IPB and Columbia University are currently testing technically sound peat rehabilitation methods in Central Kalimantan. Quick and effective rewetting and restoration of peatlands is essential to prevent further degradation, land subsidence and fire outbreaks and causes major haze related air pollution. 

GAMBUT Project used the FRS to identify district with high risk of fire, and selected Barito Selatan District to be the focus location for the rewetting activity. Based on the district government’s recommendation, the GAMBUT team and a soft soil engineer accompanied by the district government then went on an assessment and developed plans which were endorsed by the government.

Under the primary supervision of Project Manager with secondary reporting line to Canal Blocking Construction Manager and in accordance with UNOPS policies, procedures, and practices the site supervisor will maintain a close eye on the operational performance, identifies probable issues that may need attention, supports in problem analysis and solution identification as necessary, coordinate resolution as per action-items assigned and also supervising all the support staff at the field level. In order to carry out his/her tasks, the Site Supervisor will be required to travel daily to the sites or stay where works are implemented as applicable. 

Functional Responsibilities

Under the direct supervision of the Project Manager and technical inputs from CTA and Canal Blocking Construction Manager, site supervisor is responsible for monitoring all day to day construction activities. These will include:

  • Assist in assessments of work quality and work progress
  • Assist in preparation of daily work/activity report, record of contractor’s man-power, equipment and material at the project site
  • Conduct inspection of contractor’s work to ensure its as per the UNOPS technical specifications and schedule
  • Report any irregular activities and accident happened on the project site
  • Ensure the contractor is mobilized with qualified personnel, skilled and unskilled labors, equipment, and materials available on project site to complete construction activities as planned. 
  • Make sure that the contractor is fully equipped with the personal safety equipment and medical kit
  • Report any irregular activities and accident happened on site 
  • Coordinate daily work program with the contractor site engineer.
  • Keep records/file of daily work activity report and other site documentation such as pictures of progress.
  • Keep records/ file of field inspection forms.
  • Contribute in preparation of fortnightly progress report
  • Monitor construction site quality, health and safety and environment plans.
  • Performing other related duties as required.

Monitoring and Progress Controls

His/her performance will be reviewed by the Canal Blocking Construction Manager and Project Manager with support from the GAMBUT Project staff at provincial level.

Education/Experience/Language requirements

a. Education

  • Minimum first university degree (Bachelor’s Degree or equivalent) in Civil Engineering, Peat Hydrology or Infrastructure related field is required. Applicants with a relevant diploma with additional 4 years of relevant working experience may also be considered.

b. Work Experiences

  • Minimum 2 years of site supervision experience of infrastructure project is required in combination with bachelor’s degree or 6 years of relevant experience in combination with a diploma.Experience in site supervision of canal blocking is an advantage.
  • Experience in the usage of MS Word and Excel is required.

c. Language

  • Fluency in Bahasa Indonesia is required.
  • Basic knowledge of English is required.
