PURPOSE OF THE JOB

Under the supervision and guidance of the Human Resources Specialist, the Human Resources Assistant acts a business partner to his/her CO clients. To do this, the HR Assistant applies a client-oriented approach to implement business solutions in key HR areas (i.e. benefits and entitlements, HR administration, recruitment, learning and development, etc.), in line with HR best practice and in compliance with UNICEF HR rules and regulations.  

SUMMARY OF KEY FUNCTIONS/ACCOUNTABILITIES

  1. Provides guidance to CO staff on key HR policies, in liaison with supervisor, ECARO HR and the GSSC, where applicable.
  2. Supports and facilitates the effective recruitment and placement of staff and other UNICEF employees (i.e. consultants, interns, etc.) at CO level.
  3. Supports coordination of learning and development activities at CO level.
  4. Supports the CO on job classification and in preparation of documentation on CO staffing structure related processes.
  5. Supports CO staff on Performance Management related matters in coordination with the supervisor and ECARO HR.
  6. Supports in processing of entitlements and benefits. Ensure proper monitoring of attendance.

    Provides guidance to CO staff on key HR policies, in liaison with supervisor, ECARO HR and the GSSC, where applicable.

  • Keeps abreast of ongoing corporate HR policies, systems and best practice as part of the global HR reform and its impact at CO level. 
  • Verifies and provides informed advice to staff on relevant HR policy and guidance on areas such as:  benefits, entitlements, leave, pension, medical insurance, recruitment, performance management, etc.
  • Liaises with GSSC on implementation and processing of all issues related to HR administration (onboarding, maintenance and off-boarding) of CO staff.
  • Supports and facilitates the effective recruitment and placement of staff and other UNICEF employees (i.e. consultants, interns, etc.) at CO level.
  • Coordinates the recruitment and placement of staff by interacting with hiring managers, to support with talent outreach and sourcing, and candidate assessment.
  • Ensures correct and efficient monitoring of all recruitment requisitions, through timely review and compliance with corporate KPIs on completion of staff recruitment.
  • Supports in coordination of the recruitment of other UNICEF employees (individual contractors, consultants, interns, UNVs, etc.) Advises hiring managers on corporate procedures related to performance evaluation of individual contractors and consultants
  • Supports coordination of learning and development activities at CO level.
  • In consultation with supervisor, researches and analyses data and information to help identify training needs within his/her CO for the development of learning plans and other targeted training interventions.

  • Assists team in organizing and conducting courses, workshops and events by participating in exercises which aim to build capacity of stakeholders.
  • Supports the CO on job classification and in preparation of documentation on CO staffing structure related processes.
  • Participates in the review of GS positions specific JDs, ensuring effective application of ICSC methodology.

  • Drafts and edits job descriptions to be submitted for classification for review by supervisor.
  • Compiles and analyses information and statistics related to posts and staff for

    reports on staffing trends.

  • Monitors life-cycle of all job classification requests to facilitate recruitment and organization planning.

  • Supports CO staff on Performance Management related matters in coordination with the supervisor and ECARO HR.

  • Provides advice and briefings to CO staff on PM system, processes and people related matters, and consults or derives queries to supervisor or ECARO HR as appropriate.

  • Supports in processing of entitlements and benefits. Ensure proper monitoring of attendance

  • In consultation with supervisor, analyze, research, verify, and compile data and information on cases that do not conform to UN or UNICEF’s HR Rules & Regulations, to support consistent and equitable application of decisions and implementation of agreed upon action.

  • In consultation with supervisor, analyze, research and verify information for the purpose of responding to staff queries on areas related to benefits and entitlements.

  • Processes entitlements and benefits for local staff in accordance with UNICEF rules and regulations, by ensuring all relevant forms are completed by staff and data is entered into VISION.

  • Maintains and prepares all personnel-related records and files, ensuring all information on each staff member is up-to-date and accurate.

  • Maintains and updates a system which monitors the absence of staff.

 

QUALIFICATION AND COMPETENCIES

1. Education

Completion of secondary education, preferably supplemented by technical or university courses in the area of human resource management. Bachelor’s or Master’s degree in human resources, business administration, law or related field is considered an asset.

2. Work Experience

A minimum of 5 years of progressively responsible human resources work experience required.

3. Language Requirements

Fluency in English and Ukrainian is required. Working knowledge of another UN language would be an asset.
