UN Global Pulse
Global Pulse is an innovation initiative in the Executive Office of the United Nations Secretary-General, harnessing today's new world of digital data and real-time analytics to gain a better understanding of changes in human well-being. Global Pulse hopes to contribute a future in which access to better information sooner makes it possible to keep international development on track, protect the world's most vulnerable populations, and strengthen resilience to global shocks. Global Pulse is being implemented as a global network of Pulse Labs, bringing together expertise from UN agencies, governments, academia, and the private sector to research, develop, test and share tools and approaches for harnessing real-time data for more effective and efficient policy action.
 
Pulse Lab Jakarta
Global Pulse established a Pulse Lab in Jakarta in 2012 in partnership with the Government of Indonesia. Pulse Lab Jakarta functions as an open innovation space where policy experts together with UN development practitioners and other partners can experiment with new types of data and emerging technologies and evaluate their potential to enhance both public policy decision-making and community resilience.  Following the development of useful approaches, Pulse Lab Jakarta will support institutional adoption of these innovations into policy and practice.
 
As a lab, PLJ needs to continue to push the boundaries of experimentation with new data types and emerging technologies in relation to sustainable development and humanitarian action. This includes exploring new data sources for insights into salient development issues; combining new digital data sources with existing datasets to gain new insights; and exploring the nexus between advanced data analytics and human-centred approaches. 
 
The Position
Pulse Lab Jakarta seeks a front-end programmer whose key roles are to support other PLJ team members in implementing collaboration projects between PLJ and its partners/counterparts from the Government of Indonesia, particularly the National Development Planning Agency (Badan Perencanaan Pembangunan Nasional/BAPPENAS) and the Executive Office of the President (Kantor Staf Presiden - KSP).
 
The programmer will have to familiarise themselves with existing data analytics platforms developed  by Pulse Lab Jakarta. They are also expected to augment existing platforms with additional features, adapt platforms for a variety of uses, and ensure smooth handover of these platforms to end users. 
 

Duties and Responsibilities

 
1. Support the social systems team to ensure effective technical support focusing on achievement of the following results:
Assists in the development of web applications and prototypes with an extensive involvement in front-end side.
Compiles, summarizes, and presents basic information/data on specific project and related topics or issues in support of the Team;
Supports the display and visualisation of various datasets in an online platform with support for facilitating the inclusion of additional datasets and themes at a later date;
Assist in the identification of relevant tools, methods and APIs for developing platform web interfaces;
Assists with the deployment of all IT solutions and components from different sources.
 
2. Support to the effective reporting on progress of project implementation 
Preparation of supporting technical documentation, support to the preparation of annual and quarterly work plans as well as contributions to governance mechanisms;
Support to the preparation of quarterly project reports, in line with the monitoring and reporting guidelines and presents it to the project assurance team on a timely manner; 
Compiles, summarizes and enters data on project delivery; drafts related status reports;
Support the development of guidance materials, tutorials and training materials
 
3. Support strategic partnerships, communication and support to the implementation of resource mobilization 
Updated database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project; 
In coordination with PLJ team, support documentation of the project activities as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project.
 
4. Supports knowledge building and knowledge sharing focusing on achievement of the following results:
Participation in the trainings for the operations/ projects staff;
Synthesis of lessons learned and best practices in project support management function;
Contributions to knowledge networks and communities of practice;
Support the development of training materials for knowledge transfer to GoI counterparts.

  • Creates, edits and presents information (queries, reports, documents)  in visually pleasing, clear and presentable formats  such as tables, forms, presentations, briefing notes/books and reports using advanced word processing and presentation functions and basic database and spreadsheet software
  • Edits, formats and provides inputs to correspondence, reports, documents and/or presentations using work processing, spreadsheets and databases meeting quality standards and requiring minimal correction
  • Shows sound grasp of grammar, spelling and structure in the required language
  • Ensures correspondence, reports and documents comply with established UN standards
  • Ability to produce accurate and well documented records conforming to the required standard

Required Skills and Experience

Education:*
Bachelor degree or equivalent in Computer Science, Computer Engineering, Information Technology, or a related field.
 
Experience:*
  • Minimum 3 years of project experience with at least two years of web development experience, with a proven track record of building consumer web applications or services.
  • Programming experience in public sector a plus.
 
Language Requirements:
Very good knowledge of written and spoken English and Bahasa Indonesia
 
Other Requirements:
  • Broad expertise in techniques for front-end such as HTML, JavaScript, CSS, PHP, and AJAX Method is desirable.
  • Hand-on skills of various data visualization using D3.js for charts and geo-temporal data visualization as well as script language programming such as Python is desirable.
  • A good understanding on object-oriented programming, data structure, and programming and algorithm efficiency
  • Familiarity with software development in Linux.
  • Knowledge of social media analysis is required
