STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Business Administration, Finance, Economics, Social Science or other relevant field, or University degree and/or equivalent with emphasis in one or more of the following disciplines: Business Administration, Finance, Economics or other relevant field.

Experience:

  • At least 3 years of progressively responsible experience, of which at least two years closely related to programme functions, practical experiences on reporting and financial reconciliation. 
  • Has contributed to the development of operational or office related budgets.
  • Has contributed to the production of planning/budgetary reports or other analytical reports to support decision making.
  • Has demonstrated a broad understanding of WFP’s financial architecture and how it supports implementation of operations.

Language:

  • Fluency in both oral and written communication in English and Bangla.

ORGANIZATIONAL CONTEXT

They are heavily involved in day–to-day activities, analytical work and provide advice on complex issues related to resource management effectively.

JOB PURPOSE

To deliver budget and resource analysis and programming activities and/or provide support, partnering with managers to apply best practice approaches that support the efficient, effective and compliant utilisation of funds

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of Budget and Programming Officer, the incumbent will perform the followings -

1.      Review budget plans, monitor and analyse project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices, to support financial analysis and optimisation of resources.

2.      Provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process. Assist in reviewing grants and monitor Terminal Obligation date (TOD) and Terminal disbursement date (TDD).

3.      Support pipeline management ensuring efficient monitoring, to prevent and address pipeline breaks and maximise operational effectiveness.

4.      Contribute to the improvement of internal processes, enhancement of corporate systems and design of tools, to facilitate the overall planning, expenditure forecasting, and budget management and monitoring of resource utilisation. 

5.      Enter project budget plans and revisions in the corporate systems, to ensure data is timely and accurately captured enabling easy access to information and supporting planning and decision making.

6.      Review, compile and analyse data, maintain accurate records and files and prepare periodic and ad hoc reports, to support accuracy and efficiency of information presented to internal and external stakeholders.

7.      Maintain communication with a number of stakeholders regarding project funds management matters and related processes, to clarify any discrepancies and optimise use of funds.

8.      Provide guidance to other support staff and contribute to their learning and development in budget planning, fund management and operational planning, to facilitate continued development and consistency in services delivered.

9.      Follow standard emergency preparedness practices, to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

10.    Assist to Co-ordinate to organize Local Pipeline and Resource Management Committee (LP&RMC) meeting, take notes, draft NFR and obtain approval from the Country Director.

11.    Prepare assignment plans and co-ordinate with the relevant departments at the HQs to initiate programming action for the country office.

12.    Communicate with the HQs for registration of grants received at local level (within country).

13.    Review of payment list, fund allocation and verify monthly voucher requirements in SCOPE.

14.    Liaison with the respective sub offices for submission of monthly Food Release Note (FRN), review the requirements & stocks, get clearance from the head of RM unit and forward to the procurement unit for next course of actions.
