General Background

UNOPS in Sri Lanka is based in Colombo and is responsible for helping the Government of Sri Lanka and partner organizations deliver social and economic rehabilitation in areas affected by the 2004 tsunami and decades of armed conflict. UNOPS in Sri Lanka helps partners achieve their project goals in sectors including physical infrastructure, the environment and poverty mitigation.
The Republic of Korea, via the Korea International Cooperation Agency (KOICA), and the Government of Sri Lanka (GoSL) have enjoyed a strong partnership since the early 90’s. The Korea-Sri Lanka Friendship Hospital that was inaugurated in March 2013 in Matara (Southern Province of Sri Lanka) is a testament to this strong cooperation between the two countries. The hospital was constructed with a total budget of approximately USD 9 Mn.; the GoSL contributed approximately USD 2 Mn. for the infrastructure facilities while KOICA assisted with approximately USD 7 Mn. for the construction of the hospital and purchase of specialized and non-specialised equipment.

Together with the Ministry of Health, Nutrition and Indigenous Medicine (MoH),  KOICA intends to initiate the next phase of the project which is to relocate the Obstetrics and Gynaecology  (OB/GYN)  and Neonatology departments from the Matara General Hospital to the Korea-Sri Lanka Friendship Hospital. This will require the design and construction of a new complex, currently planned to be behind the existing hospital. In addition to this, KOICA has agreed to carry out essential remodeling/ refurbishment works on the Korea-Sri Lanka Friendship Hospital.

UNOPS Sri Lanka has been a partner of choice for KOICA since 2010  and has contributed to the signing of a global Memorandum of Understanding (MoU) between UNOPS and KOICA in early 2015. The MoU has resulted in notable traction at a global scale, which has paved the way for effective and efficient development cooperation between the two agencies. In light of this, KOICA has requested UNOPS Sri Lanka to support them in this project with specialized technical project management and infrastructure expertise.

Purpose and Scope of Assignment

The project manager is responsible to produce/read the project documents (PID), Legal Agreement and have a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders to ensure the project products are capable of meeting the business cases for both UNOPS and the client. The success of the Project and hence Project Manager will be based on the Success Criteria of UNOPS engagements which are linked to the below responsibilities.

The Project Manager will be expected to follow the project lifecycle from inception to completion using standard project lifecycle practices and artifacts. They will be provided with guidance and support by the PMO and Senior Project Manager and Project Coordinator  (level 3 and/or 4) to ensure key project components and artifacts are in place. The Project Manager will often find him/herself delivering work-streams within a project and as such will be accountable to level 3 or 4 Project Managers responsible for that project(s).

The project manager is responsible for all aspects of the project lifecycle. S/he must be able to apply, with directions, the below duties and responsibilities of the project success criteria:


Stakeholder Management:
  • Establish the solid working relationship with the project board (Executive, Senior Users, and Senior Suppliers), client and key stakeholders
  • Manage communications and ensure stakeholders are aware of project activities, progress, exceptions and are in a position to accept handover products.
  • Advise the client on issues that may impact the achievement of their outcomes (including issues of sustainability and post-project requirements such as maintenance)
  • Manage the information flows between the Project Board/OC Director and the project

Delivery and Performance:
  • Implement approved project plans (including the establishment of milestones) within tolerances set by the project board
  • Manage the production of the required products, taking responsibility for overall progress and use of resources and initiating corrective action where necessary. 
  • Liaise with any external suppliers or account managers.
  • Authorize Work Packages
  • Advise the Project Board and OC Manager of any deviations from the plan
  • Identify and manage risks so that maximum benefit to clients and stakeholders is achieved
  • Manage and review product quality and ensure products are accepted
  • Monitor and evaluate the performance of service providers
  • Identify and report potential business opportunities for UNOPS to the supervisor
  • Identify and report threats to UNOPS internal business case to the supervisor

Procedures:
  • Follow the Project Management Cycle Instructions and ensure that all organizational policy is complied with (Organizational Directives and Administrative Instructions) 
  • Prepare/adapt the following plans for approval by the Project Board:  
I. Project Initiation Documentation;
II. Stage/Exception Plans and relevant Product Descriptions

  • Prepare the following reports:
i. Highlight Reports
ii. End Stage Reports
iii. Operational Closure Checklist
iv. End Project Report
v. Handover Report

  • Maintain the following records: i. Blue File; ii. Procurement, HR and Finance files as required by those practices as per OD12.
  • Ensure that all expenditure comply with UNOPS Financial Rules and Regulations (FRR).
  • Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.
  • Understand and manage UNOPS overheads, allocable charges, and related corporate charges as they apply to the project
  • Understand the unique structures of the UN and budget appropriately for personnel
  • Manage and remain accountable for expenditures against the budget (based on accurate financial reports)
  • Where the Project Manager has no delegation as a committing officer, s/he retains these responsibilities and will monitor and instruct/request others to carry out the relevant commitments and disbursements.

Knowledge Management:
  • Participate in the relevant Communities of Practice
  • Actively interact with other PMs and the PM community to share case studies, lessons learned and best practice on the Knowledge System.
  • Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies
  • Complete lessons learned as per reporting format
  • Incorporate lessons learned from others as per planning format

Knowledge Management:

  • Participate in the relevant Communities of Practice
  • Actively interact with other PMs and the PM community to share case studies, lessons learned and best practice on the Knowledge System.
  • Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies

Personnel Management: if applicable
  • Lead and motivate the project management team
  • Ensure that behavioural expectations of team members are established 
  • Ensure that performance reviews are conducted
  • Identify outstanding staff and bring them to the attention of the OC Director
  • Have a thorough understanding of UNOPS personnel contract modalities (including ICA and Staff)
  • Select, recruit and train team as required by project plans
  • Perform the Team Manager role, unless appointed to another person(s)
  • Perform Project Support role, unless appointed to another person or corporate/programme function
  • Ensure safety and security for all personnel and comply with UN DSS standards

Monitoring and Project Controls

Ensure that ensure that the project produces the required products within the specified tolerance of time, cost, quality, scope, risk and benefits. The Project Manager is also responsible for the project producing a result capable of achieving the benefits defined in the Business Case.  Contribute to the overall business targets and needs.

Education

  • Master’s Degree in Project Management, Business Administration, International Relations, Political/ Development Studies, or other relevant disciplines along with Bachelor degree in Civil Engineering from a recognized University.
  • University Degree (bachelor’s degree) in Civil Engineering with a combination of 2 additional years of relevant professional experience in Construction Project Management, Business Administration, International Relations, /Development Studies, or other relevant disciplines, may be accepted in lieu of the Master's degree.

Additional Requirements: 

  • Membership of a Professional engineering institution would be an advantage.

Certifications

PRINCE2® Foundation Certification is required

PRINCE2® Practioner /PMP Certification (desired)

Work experience

Two years (or more based on academic credentials) of progressive experience in Infrastructure Project Management, with focus on monitoring, reporting, development, and coordination in either public or private sector organizations. Additional years of experience with Bachelor's Degree may be considered in lieu

Additional Requirements:

  • Progressively responsible professional experience within low raise building projects.
  • Experience in the delivery of projects that specifically relate to medical facilities is desirable.
  • Experience in remodeling/Renovation of function building desirable
  • Experience of working on UNOPS infrastructure projects of at least 2 – 3 years is required.
