PSI/Zimbabwe works hand-in-hand with the Ministry of Health and our historical funding partners (PEPFAR through USAID, UKAID through DfID, the Bill and Melinda Gates Foundation, UNITAID, the Maverick Collective) to drive program innovation within PSI and more broadly in the national programs we support. We deliver programs in condom social marketing, sexual and reproductive health, TB screening and treatment, HIV prevention and treatment. Our highly integrated HIV/SRH program delivers cervical cancer screening and treatment, short-term and long active reversible contraceptives and services for survivors of sexual violence. It has also blazed trails along the HIV clinical cascade reaching key populations and hard-to-reach, high risk men and youth with innovative testing approaches, ART and PrEP. Finally, having kick started the national VMMC program with PSI innovations funding, PSI/Zimbabwe contributes up to 75% of National Program results annually.

We Lead with Evidence. As the regional focal country for PSI's Evidence initiative, Zimbabwe remains at the forefront of multiple Evidence work streams including DHIS2, the Health Network Quality Improvement System (HNQIS), new approaches for Data 2 Action (D2A), layered client-level service tracking and e-referral systems for connecting with Sara.

We are looking for a Sr. Technical Advisor to strengthen PSI/Zimbabwe and national HIV Biomedical Prevention and Sexual and Reproductive Health and Rights (SRHR) programs. You will further strengthen the capacity of our already high capacity team to stay current with international and local best practices, to strengthen national programs, to maintain our current pace of innovation, to use data to drive performance, and to tell our story well locally and internationally. This position will strengthen the capacity of our team, the quality of our programming in general, and the level at which we contribute to the development of national and international best practices. This position is considered a true technical advisor position with limited line management responsibility at the start, but could be bid as key personnel on current and upcoming programs, if necessary and a fit.

This position is contingent upon donor funding, but with the possibility of long-term technical assistance until that funding comes available.

Your contribution

You will partner with the Deputy Country Representative in charge of PSI/Zimbabwe's integrated SRH/HIV clinical services programs to strengthen the capacity of the team and PSI/Zimbabwe to:

Keep PSI current with emerging local and international best practices in HIV/SRH programming

  • Provide technical leadership for project activities, ensuring that projects technically sound, evidence-based and responsive to the needs of the target beneficiaries from conceptualization through closeout.
  • Disseminate new tools, guidelines, approaches, practices to the team for consideration within the Zimbabwe context
  • Provide mentoring and capacity building at the individual, organizational and institutional level in specific areas of expertise in HIV/SRH
  • Strengthen PSI's models for expanding access to HIV/AIDS/SRH services at community and primary care levels, and programmatic linkages and referrals to clinical/facility services;
  • Identify and build relationships with strategic institutional partners, especially for new innovation areas and key populations program

Develop, strengthen, disseminate and archive SOP's, guidelines, tools across programs—according to emerging best practices

  • Strengthen training materials
  • Strengthen, simplify SOP's across technical health areas, including development of new SOP's for innovation areas
  • Standardize QA approaches and tools, including continuous quality improvement efforts
  • Contribute to development of MOH-led national program strategies, guidelines, SOP's

Strengthen capacity at all levels for teams to use data to drive performance

Work hand-in-hand with evidence team to:

  • Facilitate monthly and quarterly bottom-up, program-led performance reviews versus “live” data-to-action plans
  • Increase program ownership over the quality and completeness of their data in the system
  • Train and mentor program teams in data interpretation and visualization
  • Facilitate program ownership of DREAMS and KP system tracking of layered services within PSI's network and with other DREAMS partner services
  • Lead implementation of systems initiatives from the program side, including HNQIS, EMR, Connecting with Sara
  • Oversee Expenditure Analysis and Value for Money exercises, to improve quality and accuracy of data.

Help us to tell our story well

  • Lead the development of relevant research activities across the portfolio and develop complementary research partnerships
  • Strengthen system for abstract development, review, submission, presentation
  • Facilitate compilation of success stories, weekly bullets, case studies and learning documents
  • Oversee the development of publications for peer review publications with key partners
  • Facilitate dissemination of lessons learned from routine data and operations research

Represent PSI in strategic fora

  • Represent PSI/Zimbabwe in key local and international fora, technical working groups, events and conferences

Support new business development and quality reporting

  • Improve quality of work planning and reporting at all levels
  • Co-lead development of theories of change, results frameworks, technical and cost proposals
  • Seek out and develop opportunities for program growth, innovation and research, lead the identification of key contacts and ensure good relationships with donors and partners

What are we looking for?

The basics – You Have

  • 8 years' experience working in public health in sub-Saharan Africa
  • MPH or MHS preferred; a Master's degree or other relevant advanced degree in relevant field (MD, RN or other clinical/medical background) with substantial field and operational experience will be considered;
  • Hands on program management experience with integrated SRH/HIV program implementation
  • In-depth technical understanding of HIV/AIDS prevention and treatment, and of the links between gender, HIV/AIDS, SRH, and other health issues;
  • Experience and ability in capacity building, mentoring and the provision of technical support
  • Familiarity with programming for Key Populations
  • Fluency and hands-on experience working with DfID , PEPFAR and USAID work planning, reporting and grant management requirements
  • Demonstrated experience with operations research, routine data interpretation and international presentation/dissemination of results
  • Outstanding oral and written communications skills
