The Contracts Officer reports to the Operations Manager as per the Country Office (CO) set-up and is responsible for managing the supply chains of Mexico CO within the context of early recovery operations up to the gradual shift to normal development operations. The job entails planning, procurement, contracting, customs clearance, warehousing, in country transport and distribution, as well as monitoring of supplies, services and construction works. The incumbent is accountable for delivering efficient and cost-effective administrative support services and responsible for effective planning and proper sourcing to contract institutions and individuals.

UNICEF Mexico is a medium size Country Office now embarking on the early recovery phase of humanitarian action, whereby the needs for supply and human resources have increased since the initial response in September 2017. The Contracts Officer reports to the Operations Manager as per the Country Office (CO) set-up and is responsible for managing the supply chains of Mexico CO within the context of early recovery operations up to the gradual shift to normal development operations. The job entails planning, procurement, contracting, customs clearance, warehousing, in country transport and distribution, as well as monitoring of supplies, services and construction works. The incumbent is accountable for delivering efficient and cost-effective administrative support services and responsible for effective planning and proper sourcing to contract institutions and individuals. S/he must conduct efficient procurement to attain the lowest cost without sacrificing the quality of services and supplies, in support of the Country Programme and Humanitarian Action.

How can you make a difference?

1. Procurement Planning. Provide timely and relevant assistance and support to identify procurement and supply needs of the office, including early recovery and emergency situations, with priority on achieving best value for money.

2. Supply chain service delivery and early recovery response. In consultation with supervisor, provide input to the Country Programme Action Planning and advice on Supply requirements for the Plan of Operations and Annual Work Plans. Ensure appropriate planning, implementation, monitoring and evaluation of the supply chain operations, including establishment of performance indicators, and assessment of fit for purpose of products and services.

3. Collaboration and Partnership. In collaboration with supervisor, develop close collaboration with programme sections, communications and PFP through involvement in programme design, planning, and preparation for implementation of supply components as well as monitoring and evaluation.

4. Innovation, products and markets. Promote critical thinking, innovative approaches and good practices on supply chain management within the organization as well as with externals to ensure effective and efficient supply chains for children.

To qualify as an advocate for every child you will have…

  • An advanced university degree in Business Administation, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law or directly related areas of specialization including credited courses in supply, logistics, purchasing or contracting. 
  • A minimum of 1year of relevant professional experience, at the national and international levels, in supply, logistics, procurement, contracting, administration and/or other directly-related technical fields is required. Understanding of development and humanitarian work. Emergency experience, experience in database packages, web based management system and ERP systems (preferably SAP financial modules) an advantage.
  • Fluency in Spanish and English is required.
