Department Overview
The Integrated Program Advancement department contributes to realizing Pact’s purpose by:

  • Learning, leveraging, and thought leadership for Pact’s core technical areas
  • Ensuring quality programming through technical support and monitoring
  • Contributing to innovative program design, monitoring and evaluationPosition Purpose
    The Governance Advisor serves as a technical resource for Pact’s Governance integrated, multi-sector programs. This includes providing technical assistance to current programs, leading governance assessments and helping to refine and develop new Governance-related tools and methodologies. It also includes contributing to and at times leading program development (i.e. new business development).

Key Responsibilities
Ensuring quality programming

  • Provide technical support to global and country projects to ensure program quality, with possible sub-focus on governance programming in conflict settings
  • Lead and contribute to governance assessments, including Political Economy Analysis studies
  • Provide training in Governance-related methodologies and approaches to country office and HQ-based teams
  • Support the identification and recruitment of program staff and consultants, including developing and reviewing scopes of work and participating in interviews
    Learning, leveraging and thought leadership

  • Build upon and deepen Pact’s core strength in leading practical political analysis that: supports quality and adaptive programming, allows for contextually-informed project design, and helps influence other development actors, including donors

  • Support technical learning across Pact, networking with global technical stakeholders, and sharing that learning in relevant and actionable ways across the organization

  • Promote Pact’s technical capabilities and programming at donor meetings and public forums

  • Support and lead the development of Governance-focused tools and methodologies, including for programming in conflict settings

  • Maintain and nurture relations with practitioner networks to stay ahead of trends, evidence and advances within the Governance space
    Innovative program design

  • Participate in and, as required, lead scoping trips, proposal design meetings, recruitment of partners, responses to donor questions, and presentations to donors

  • Serve as a technical writer for Governance-focused proposals

  • Forge strategic partnerships for new project opportunities

    Basic Requirements**

  • MA plus 4 years of relevant professional experience or BA plus 6 years of relevant professional experience

  • Demonstrated experience with sub-sectors of Governance programming relevant to Pact’s global work, such as Civil Society Strengthening, Decentralization/Local Governance, Social Accountability, Peacebuilding, and Human Rights

  • Strong analytical skills, with experience leading government assessments and preference for candidates with demonstrated experience conducting political analysis

  • Strong English language writing skills, including willingness and ability to write technical sections of USAID and other donor proposals

  • Strong understanding of trends and key approaches within the Democracy, Rights & Governance (DRG) sector, including an understanding of how Governance approaches can be integrated into programming across Pact’s sectors of focus (i.e. Health, Livelihoods & Economic Growth, Natural Resource Management)

  • Ability to work as part of a team, building strong relationships with HQ and field-based colleagues; the right candidate should be able to provide demand-driven support to field teams and local partners, supporting them to develop and define optimal technical solutions

  • Ability to perform and prioritize multiple tasks

  • Ability to travel frequently (up to 40%), sometimes at short notice

    Preferred Qualifications**

  • Particular interest in candidates with experience applying governance approaches in conflict settings, including through peacebuilding and reconciliation programs

  • Two or more years of relevant field experience, ideally in sub-Saharan Africa

  • Proficiency in at least one language other than English

  • Experience with integrating DRG approaches into other sector areas

  • Experience with training and curriculum development
