The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Afghanistan

Afghanistan remains a protracted and complex emergency. Conflict-induced displacement and recurrent natural disasters occur at the same time as ongoing return of Afghan refugees from Pakistan and Iran. The Norwegian Refugee Council (NRC) established operations in Afghanistan in 2003. We respond across Afghanistan, including in hard-to-access provinces. For the past 2 years the  NRC Afghanistan programme has grown exponentially. Funding has grown to over 190 million NOK in 2018, with a dedicated team of over 1400 staff, in 5 areas offices and 8 field offices, our operations are spread across Afghanistan reaching highly volatile environments with lifesaving assistance and protection. The government, UN agencies, donors and other stakeholders now recognize NRC as one of the most significant and important humanitarian players in Afghanistan. 

With its main office in Jalaladab and a smaller office in Kunar, NRC East is one of the largest area offices, and growing, with a total of 495 staff members and over 10 active projects. We are responding in this region by providing Education, information Counseling and Legal Assistance (ICLA), Shelter, Water Sanitation and Hygiene,  and emergency Camp management (UDOC). In addition to these the Area office additional manages 8 community centers that supports programme implementation and reach out to the displacement affected populations. 

 

About the position

The Area Programme Manager will be in charge of all the programme portfolio at all levels of the Project Cycle Management with the support of her/his project managers. The candidate is expected to work on improving programme quality to achieve both upward and down ward accountability working closely with critical interfaces in Kabul main office. He/She will also be in charge of the successful implementation of the M&E framework, updating the Area Management team on challenges and recommending  solutions. 

The Area Programme Manager reports to the Area Manager with technical guidance from the Head of Programme at Country office where necessary.  

 

Our Ideal Candidate:

We are seeking a university graduate in relevant field, with a minimum of 4 years of experience working at management position in a humanitarian/ recovery context. Expertise in one of NRC's programmes or area management level expertise. Knowledge of donor proposal, reporting regulations. and budgeting processes.  A seasoned manager who will manage and build  the technical capacity of our national staff. Fluency in English, both written and verbal; Knowledge of the Afghanistan context is an advantage. 

Responsibilities:

  • Line management for Area Level Project Managers
  • Responsible for ensuring programme support to integrated programme, coordination and technical quality in Area Office.
  • Responsible for compliance to donor standards, grant management, and regular reporting to donor at Area Level.
  • Identify funding opportunities and develop funding strategy and forecasts at Area Level
  • Ensure compliance with contractual commitments and extracting and implementing key learning from project implementation.
  • Responsible for approval of Area Emergency Response Mechanism, Area needs assessments, development plans, and program implementation.
  • Conduct systematic capacity building for project managers on proposal writing, report writing and programme related components.
  • Responsible for technical issues involving sectorial coordination with Clusters and Working Groups at Area Level, including promoting the rights of IDPs/returnees in line with NRC Advocacy Strategy (specific for Afghanistan)
  • The Area Programme Manager is expected to cover for Area Manager in his/her absence.

What we offer:

  • Contract period: 12 months (with possibility for renewal)

  • Duty station:  Jalalabad, Afghanistan

  • Travel: Approximately 30% travel

Additional Information:

This is an unaccompanied post/non family duty station, with shared housing/ accommodation of moderate standard.
Due to the unstable security situation, recreational and social facilities are limited.
All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
Approved health certificate will be requested before contract start.
Selected candidate need to provide certified University diplomas prior to applying for visa to Afghanistan.
