Project Overview
The anticipated USAID-funded project "Karabo ea Bophelo" (KB) project will work to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), adolescent girls and young women (AGYW) in Berea, Leribe, Mafeteng, Maseru and Mohale’s Hoek districts, Lesotho.

Position Purpose
Reporting to Chief of Party (COP), the Deputy Chief of Party will be responsible for working with the COP, as well as the technical and operational teams to lead the daily implementation of the project. S/he will support the project team to meet the project’s technical objectives, manage project staff and financial resources and liaise with project stakeholders and partners. This position is contingent upon award.

Key Responsibilities

  • Ensure high-quality technical programming by providing technical leadership, hands-on staff supervision and providing support to sub-grantees (as applicable).
  • Contribute to project planning, including the development of annual work plans and budgets, as well as overseeing the alignment of the budget to expected results.
  • Ensure the cost-effective use of resources, including thorough review of budgets.
  • Lead drafting project performance reports, including quarterly and annual reports to USAID, and other required project reporting.
  • Help recruit and supervise project staff in line with Pact HR policies.
  • In coordination with the COP, act as liaison to USAID, Government of Lesotho (GOL), and other stakeholders.
  • Ensure project compliance with HQ and donor requirements, policies, and regulations.
  • Represent Pact at conferences, working groups and meetings to support Pact’s thought leadership.
  • Serve as Acting COP in the COP’s absence.
  • Perform other duties as assigned.
    Basic Requirements

  • MPH/MPA/MBA or masters in relevant field.

  • Demonstrated experience (a minimum of four years) as a senior manager of complex grants programs (preferably USAID-funded), with in-depth knowledge of USAID rules and regulations.

  • Demonstrated expertise in the following programming areas: OVC, HIV prevention, AGYW (including DREAMS), child welfare and protection, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement, and/or policy development.

  • Demonstrated experience with organizational development.

  • Strong program/grants management, financial, audit and computers skills, as well as strong written and oral communications skills.

  • Knowledge of monitoring and evaluation systems.

  • Fluency in written/spoken English.
