Background

United Nations Office on Drugs and Crime (UNODC) Regional Office for Central Asia (ROCA) supports national counter parts in the Central Asian States in specific niche areas such as, drug control strategies, intelligence analysis, counter narcotics investigations, multilateral operations (including controlled deliveries), precursor controls, border liaison and management, customs profiling, smuggling of migrants, human trafficking, terrorism prevention and cybercrime. 

The UNODC Regional Programme for Afghanistan and Neighboring Countries (RP) is a framework to enhance regional cooperation in the areas of illicit drugs and crime. The RP introduces new areas for cooperation in the West and Central Asia region that complement and link up existing country-level activities of UNODC. SP1 (RER/V07) of the RP is designed to scale-up existing approaches to regional cooperation, support the development of a common skill-base among law enforcement officers in the region and facilitate concrete action to tackle illicit drugs and precursor trafficking. It will strengthen existing initiatives and provide new impetus for focused law enforcement cooperation.

Duties and Responsibilities

Under the supervision of the Senior Programme Coordinator, and the direct supervision of the National Project Officer, the Programme Associate will be responsible for providing administrative and managerial support in implementing activities and projects under Sub-Programme 1 of the UNODC Regional Programme for Afghanistan and Neighboring Countries (RP). More specifically, the incumbent will be responsible for:

  • Assist in the coordination of project planning and preparation work for the Sub-programme 1.
  • Compile, summarize, and present basic information/data on specific projects and related topics or issues.
  • Serve as focal point for administrative coordination of project implementation activities, involving extensive liaison with a national staff in the different country offices in the West and Central Asian region.
  • Obtain necessary clearances, process and follow-up on administrative actions, e.g. recruitment and appointment of consultants, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
  • Compile, summarize and enter data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and bring to the attention of management.
  • Assist in drafting correspondence and prepare and update periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
  • Provide written translation (English-Russian and vice versa) of reports, official correspondence, other related programme documentation.
  • Liaise with ROCA Programme Support Unit as and when required in administrative/financial/personnel matters.
  • Provide logistics and administrative support in organization of training courses, seminars, workshops, conferences, round tables, study tours and all other meetings.
  • Assist in preparation sub-contracts, procurement, asset management and relevant services in coordination with the ROCA procurement section.
  • Initiate travel requests, purchase orders, funds commitments and payments in UMOJA.
  • Provide general office assistance; respond to complex information requests and inquiries; review, log and route incoming correspondence; set up and maintain files/records; organize meetings, workshops; handle routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.
  • Perform other related duties as required in the scope of current position.

Required Skills and Experience

Education:

Bachelor Degree in economics, management, business administration, information technologies, communications or any other equivalent diploma

Experience:    

At least two years of working experience in the field of programme/project assistance preferably with international organizations. Work experience in written translation of English-Russian and vice versa. Working Knowledge of database management and other relevant computer software is requested (MS Word, Excel, etc). Experience with UN is desirable. Knowledge of Umoja SAP is an asset

Language Requirements:    

Fluency in English and Russian is essential and experience in translation services is required.

Computer skills:    

Excellent knowledge of MS Excel and Power Point required. Knowledge of database management and of other relevant computer software is requested.
