We are looking to recruit our Technical Advisor in Disability Inclusive Disaster Risk Reduction.

 

CBM is an international Christian development organisation, committed to improving the quality of life of persons with disabilities in the poorest communities of the world. We are looking to recruit a:

 “Technical Advisor – Disability Inclusive Disaster Risk Reduction”

Main objective of the role:

As part of the international CBID Team, the position holder leads on CBM’s international initiative on Disability Inclusive Disaster Risk Reduction as an integral part of Community Based Inclusive Development (CBID) - its planning and development, delivery, coordination, monitoring, evaluation, refinement, resourcing and promotion within the organisation and externally, and its linkages with CBM’s wider Emergency Response Unit (ERU) and disability inclusive development work and strategic initiatives.
 
We are looking for someone who will…

•    Develop and oversee delivery of the DIDRR plan, as an integral part of the CBID Initiative. Together with the International CBID team, setting overall strategic objectives and geographic priorities, based initially on the most at-risk communities and countries. 
•    Lead and manage a Community of Practice of international & regional level experts for implementing the DIDRR plan as a key component of the CBID Initiative Plan.
•    Lead the development of criteria, tools and guidelines to support project design and development and ensure relevant projects receive technical input in line with DIDRR and CBID principles, criteria and approach. 
•    Work with international, regional and national teams to ensure quality assurance of CBID programmes doing DIDRR work, in terms of technical requirements, disability inclusion and 
developmental good practice.
•    Provide high level representation on DIDRR and CBID on behalf of the CBM Federation.
•    Set standards of quality for DIDRR as part of the CBID initiative, based on UNCRPD, DIDRR and international framework principles, and the capacity requirements at different levels of the organisation to meet these standards.
•    Establish clear guidelines for programme evaluation and indicators, with alignment to CBM and international standards. Support collation and analysis of data gathered.
•    Provide an international picture of CBM’s work and CBM’s added value in CBID and DIDRR.

We are looking for someone who has…

•    Professional background and relevant working experience and expertise in both DRR and CBR/ CBID.
•    Minimum of 5-10 years relevant working experience in a low and middle-income countries, with at least 50% of that time at management level.
•    Strong understanding and application of disability-inclusive development.
•    Background and experience in development cooperation.
•    Proven expertise in advocacy and influencing, with knowledge of key international and continental networks. 
•    Proven expertise in international and national/local cooperation and in building and managing effective partnerships, both disability-specific and in the mainstream sector. 
•    Knowledge and understanding of international trends and priorities in DIDRR and CBR/CBID.
•    Experience in working with governments and key international stakeholders in DRR/DIDRR, CBR and/or DID.
•    Proven experience in the programmatic and financial management of large project portfolios. 
•    Experience in managing large programmes as well as multidisciplinary and 
multi-cultural teams.
•    Expertise in operational research
•    Expertise in teaching/ training/ coaching.
