Background information - IPMG

UNOPS strategic focus places increased emphasis on national capacity development and sustainable approaches to project management, procurement and infrastructure services.  A key objective is to be recognized as an organization that delivers world-class infrastructure and project management, which is both economically and socially sustainable, even in the most challenging environments. To achieve this goal, UNOPS has established the Infrastructure and Project Management Group (IPMG).

Within UNOPS, IPMG’s objectives are to serve the organization’s personnel and partners by broadening their infrastructure and project management capabilities, while disseminating best-practices in both of these areas. Through this work, the group helps facilitate the successful delivery of programmes and projects around the world. To achieve its objectives, IPMG has established three interrelated and interdependent work streams, namely, Strategic Initiatives, Standards and Engagement Assurance. IPMG is managed overall by the Director of IPMG and supported by a Programme Support Unit.

Standards stream aims to reduce organizational risks, improve project performance, and promote excellence across UNOPS projects by having fit for purpose infrastructure and project management standards framework in place, which includes the development and maintenance of project management and infrastructure related technical content, as well as knowledge management, gender, sustainability and tools development associated with this content. This work stream enables IPMG to elevate organizational maturity and contributes to corporate excellence agenda such as ISO certifications and EFQM.

The Standards Team is overall managed by the Head of Standards in close collaboration with the Manager of Standards. The Manager of Standards reports directly to the Head of Standards who reports in turn to the Director of IPMG. The Learning and Training Co-ordinator will report directly to the Manager of Standards.


Functional Responsibilities

Working within the Infrastructure and Project Management Group, the successful incumbent will be expected to be responsible for providing technical support to the Standards team as well as for coordinating the planning, development, organization and delivery of the training and professional development in infrastructure and project management (including courses, trainings and workshops) for targeted UNOPS personnel. The Learning and Training Co-ordinator will have a focus on the IPMG Learning and Development component and will be expected to introduce new and innovative approaches to training and professional development, including internet based training, toolkits, webinars, webex seminars, peer-to-peer training, etc. The Learning and Training Co-ordinator will closely liaise with the PCG and other units/groups as required to carry out the roles and responsibilities.

The Learning and Training Co-ordinator will be responsible for the following:

  • Coordinate and provide technical input for the development, organization and delivery of the training and professional development activities/programmes in infrastructure and project management for targeted UNOPS personnel, (including the management of the training in UNOPS Learning Zone)
  • Ownership of various tasks, work packages and projects in relation to Training and Learning as outlined and assigned in the annual work plan for  the group.
  • Responsible for the planning and support the logistics and administration for internal training courses and workshops.
  • Work in close collaboration with UNOPS HQ and field offices administration teams to ensure successful delivery of the in person trainings, including coordination and follow-up activities.
  • As applicable, act as co-ordination focal point for strategic partnerships with professional bodies and external partners for training and professional development, working towards the professionalization of the infrastructure and project management practice, including professional development and external certification of practice personnel.
  • Editing and review of documentation and templates based on various OI’s, OD’s and Guidance as requested.
  • Provide analysis, reporting and evaluation on IPMG Learning, Training and Development activities.
  • Responsible for the incorporation of lessons learned, ensuring continous improvement in all training courses.
  • Coordinate with relevant stakeholders and provide support in document and resource management (retainers).
  • Provide research and data collection on specific topic related to Learning and Training upon request by supervisor.
  • Responsible for meeting and setting goals, targets and performance standards; reporting on own progress against work plan.
  • Responsible for timely delivery of products and work packages under the supervision of respective workstream manager
  • Perform other duties as and when assigned.

Reporting & Tools:

  • Identify areas for improvement and provide on-going maintenance and updates of the IPMG Intranet space with the most current information, relevant to infrastructure and project management training and learning;
  • Support and draft/ edit articles, presentations, other communication on Infrastructure and project management training and learning for effective outreach.
  • Prepare training related mission reports and follow up on actions as required, when applicable;

Monitoring and Progress Controls

  • Setting standards, personal and development objectives in Performance Evaluation Review
  • Ongoing assessment of task completion, which meets quality expectations
  • Successfully meeting deadlines based on workplan
  • Completing progress reports as requested

Education/Experience/Language requirements

a. Education

  • Candidates must hold a Master’s Degree in: Education / Development Studies / Project Management / International Relations or other relevant disciplines;
  • A first-level University degree or Bachelor's or equivalent in a related field of study with 2 additional years of relevant work experience may be accepted in lieu of Master’s Degree requirement;
  • Certification related to Learning and Training Development is considered an asset.

b. Work Experience

  • 2 years of professional experience in training development and learning is required, in combination of a Master’s Degree; 4 years of professional experience in training development and learning is required, in combination of a Bachelor’s Degree; and is preferred to be in areas of project management applied to either infrastructure or development field.
  • Previous working experience in developing countries in an international environment is considered an asset.
  • Experience with infrastructure and project management in UNOPS context is considered a distinctive advantage.
  • Experience with MS SharePoint is considered an asset.
  • PRINCE2® Foundation and Practitionner certificates are considered an asset.
  • MSP Foundation certificate would be an asset.

c. Languages

  • Fluency in English required.
  • Fluency in French and/or Spanish is highly desired.
