Context:

Under the direct guidance and supervision of the Shelter Working Group Coordinator, and the overall supervision of the Chief of Mission, the successful candidate will provide technical inputs, coordination and guidance to the Shelter and Non-Food Items (NFIs) Working Group, led by IOM in Haiti. Although not a formally activated cluster, this will be “cluster like” run in the style of a cluster.

In particular, s/he will concentrate on the following functions:

1. Support the National and hubs coordinators for all related shelter technical issues, in particular around transition from emergency to recovery shelter intervention and strategy. 2. Support Working Group and partners agencies in their shelter response options, especially around trainings and building back safer activities.

3. Develop further Shelter Working Group technical guidelines around emergency and recovery response.

Core Functions / Responsibilities:

1. Promote inclusion of all stakeholders in the Shelter Working Group to ensure that Shelter Working Group partners work collectively in a spirit of mutual cooperation and through Page 1 / 4consensual decision-making, ensuring complementarity of various stakeholders’ actions as far as possible.

2. Under leadership of the National Coordinator, provide guidance and information for the establishment and proper working of ad-hoc Technical Working Group coordination mechanisms, including Sub-Working Groups. Monitor the appropriate distribution of responsibilities within the Technical Working Groups, and ensure clearly defined focal points for specific issues as required.

3. Promote compliance to existing international, national and IASC policy guidelines, technical standards, and relevant Government obligations.

4. Draft specific sections of Shelter and NFIs documents, strategies, action plans, guidelines, and working group’s terms of reference.

5. Analyze and document technical gaps, and provide inputs and recommendations for the development of sector-specific response strategies.

6. Organize and deliver training/ capacity building opportunities to Shelter and NFI Working Group partners, especially around Building Back Safer approaches across all affected areas. 7. Track the integration of the Inter-Agency Standing Committee’s priority cross cutting issues (e.g. human rights, HIV/AIDS. age, and community participatory approaches), gender equality and GBV risk reduction, and bring to the attention of the National Coordinator shortfalls and other issues.

8. Contribute to regular Shelter and NFIs Working Group coordination meetings on technical related issues.

9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Architecture, Civil or Structural Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Experience in Working Group coordination and humanitarian response;

• Experience in programme management and project implementation;

• Experience of operational Working Group information management, shelter programme design, implementation and monitoring and evaluation, site planning, shelter design and basic construction management;

• Good knowledge of shelter-related technical guidelines and standards;

• Knowledge of humanitarian reform, operational coordination and Working Group information management;

• Previous management experience in an emergency operation setting.

Languages

Fluency in English and French is required.
