Context:

The Community Resilience Activity (CRA) programme in Pakistan is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government, particularly with Federally Administered Tribal Areas (FATA) authorities, community representatives and the Government of Pakistan.

Under the overall supervision of the Chief of Mission, the guidance of the Mission’s Senior Resource Management Officer (SRMO), and the direct supervision of the Programme Manager/Chief of Party, for programme matters and Senior Resource Management Officer for technical and financial matters, the successful candidate will be responsible and accountable for managing the budgetary, financial, human resources and administrative functions of the programme and provide on-going support to the sub-offices.

Core Functions / Responsibilities:

1. Assist the Programme Manager in the management of administrative, human resources, financial and budgetary aspects of all programme activities in country and in close coordination with the Mission SRMO.

Page 1 / 42. Monitor the financial statuses of the programme’s activities and regularly report the status to the Programme Manager, donor and other stakeholders. Evaluate regular financial reports and take action to resolve anomalies and unusual trends. In coordination with the Mission SRMO, advise the Programme Manager and CoM regarding unusual trends.

3. Prepare and revise budgets and PRISM project structures for the programme. Analyse variances between budget and actual expenditures. Review and consolidate budgets and narrative reports for the programme prior to submission to the donor and other stakeholders. Work with the Programme Manager in the preparation and modification of budgets, when applicable.

4. Assist in monitoring and overseeing the financial management for all programme activities including the oversight of financial expenditures and accountability. Oversee the preparation of monthly accounting statements and supporting document for dispatch to the Regional Office. Supervise the preparation of funding requests and ensure that all supporting documentation for mission payment requests is in order.

5. Ensure the preparation of donor interim and quarterly financial reports and pipelines in accordance with IOM regulations and established procedures, in close coordination with the Mission SRMO.

6. Oversee and supervise the smooth functioning of the programme’s support staff including compliance with IOM general instructions on areas of administrative, finance, Logistics, Procurement, Human Resources (HR) and security; verification and certification of service providers, vendors, contractors and grantees invoices and progress certificates; and financial reports. Ensure that the programme’s purchases and sub-grants are recorded in PRISM in a timely manner.

7. Review agreements and contracts with various service providers, suppliers, contractors, grantees and partners in coordination with the Mission SRMO and IOM’s Legal Department. 8. Assist the Programme Manager in managing the human resources function and implement and make recommendations on recruitment, retention, SES implementation, promotion, and separation of local programme staff in accordance with HR regulations, rules, policies and procedures and help to resolve difficult or sensitive cases.

9. Review existing systems and procedures and, if necessary, recommend possible

improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness. Train programme staff on IOM’s administrative and HR policies and procedures.

10. Coordinate with the Grants Manager and with Mission SRMO on the reconciliation exercise of all grants expenditure between the Database and PRISM on a monthly basis. Track possible discrepancies and undertake the required corrections in PRISM to facilitate the reconciliation of the expenditures.

11. Act as Officer in Charge (OIC) in the absence of SRMO for the Resource Management Unit (RMU) of the mission.

12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Finance, Accounting, Business Administration, Management, Logistics, Procurement or a related field from an accredited academic institution with five years of relevant Page 2 / 4professional experience; or

• University degree in the above fields with seven years of relevant professional experience; • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

• Experience in financial management, accounting and budgeting;

• Experience with internal control assessment, internal audit and or external audit; • Knowledge of IOM’s regulations, policies and procedures;

• Experience with international institutions knowledge of IPSAS and SAP highly desirable; • Knowledge of IOM accounting systems, software and procedures a distinct advantage. Languages

Fluency in English is required. Working knowledge of Urdu and/or Pashtu is an advantage. Desirable Competencies:

Other:

Internationally recruited professional staff are required to be mobile.
