Background

The OEPPC is designated as the national implementing partner for the RMI R2R project entitled “Reimaanlok – Looking to the Future: Strengthening natural resource management in atoll communities in the Republic of Marshall Islands employing integrated approaches”. This project is funded by the GEF and directly implemented by UNDP. Currently, OEPPC is understaffed and to address this short-term constraint, this position is being supported by the RMI R2R project. OEPPC is expected to address funding for this position in the long-term.

Further, OEPPC is mandated to act as the National Operational Focal Point to the multilateral environment agreements that the RMI government has ratified, particularly the Rio Conventions on climate change, land degradation and biodiversity. The OEPPC is also the National Operational Focal Point to the Global Environment Facility (GEF), the Green Climate Fund (GCF) and the Secretariat of the Pacific Regional Environmental Program (SPREP).

Under the direct supervision of the Director of OEPPC with administrative reporting to UNDP Pacific Office, the Environment Program Officer primary role is to provide administrative, policy advice and logistical support to the Director of OEPPC with the day-to-day operations of the office.

Duties and Responsibilities

Support and Facilitation:

  • Supporting OEPPC in the implementation of the RMI R2R STAR project being the national implementing partner for this project;
  • Supporting the Director of OEPPC as National Project Director of the RMI R2R STAR project towards timely and efficient actions;

Communication:

  • Liaising with other national government agencies, primarily MIMRA, EPA, , among others and with local government partners, primarily the Mayors to ensure smooth implementation of the RMI R2R STAR project;
  • Drafting correspondences to and from national and international development partners;
  • Developing network through fostering formal relationships with national and international development partners

Technical and Policy Advise:

  • Preparing dossier for every international workshops, meetings and conferences that OEPPC staff are attending and when tasked, prepare policy advise;
  • Reviewing and preparing policy and technical advice on correspondence from national and international development partners;

Networking, partnership and Collaboration:

  • Attending to other functions under the purview of OEPPC in its role as the GEF Operational Focal Point and the GCF National Designated Authority, among other obligations, the details of which are to be agreed bilaterally with the Director, OEPPC

Required Skills and Experience

Education:

  • College degree in environment, political science and related field

Experience:

  • Must have at-least 3 years minimum work experience in the environment sector and government bureaucracy
  • Must be proficient in Microsoft Office applications

Language Requirements:

  • Must be fluent in speaking and writing English and Marshallese
