This is for position number 398173. The duty station is Aleppo, Syrian Arab Republic.

OBJECTIVES OF THE PROGRAMME

WHO/Country office of Syria has developed an agreement with IOM Amman to act as a sub recipient of the GF/ Middle East Grant and implement a set of activities under the grant agreement that aim at supporting both TB and HIV control across the country. The burden of TB and HIV in Aleppo is amongst the highest in the country while access to care is severely affected due to the destruction of the health system in the governorate.

DESCRIPTION OF DUTIES

Under the direct supervision of TB/HIV team lead and overall guidance of the WR, the incumbent will perform the following duties in Aleppo governorate\: 

  1. Collaborate with the TB & HIV AIDs programs in implementation of the GF MER project in Aleppo and contribute to the development of new approaches, methods and practices in project management and evaluation.
  2. Revise the quality of the implementation of GF MER project, analyze and evaluate data to ensure achievement of objectives and/or recommend corrective actions when necessary to meet project expected results.
  3. Collect, summarize, analyze and disseminate relevant data and background information related to the activities in the field for the TB & HIV AIDs control program.
  4. Collaborate with TB & HIV AIDs control program in DOH Aleppo to strengthen the surveillance system in line with the national strategy and the MER workplan and in close consultation with involved technical unit in WCO.
  5. Participate in the development and implementation of interventions for vulnerable population and general populations, for prevention and care of TB & HIV AIDs. 
  6. Provide WHO Damascus with a succinct report on the status of project implementation in the field and on any important developments, on a monthly basis in the prescribed format. 
  7. Provide technical support in carrying out TB & HIV AIDs programme reviews, surveys and field supervision/ field visits for HIV & TB in Aleppo. 
  8. Ensure quality and timely implementation of activities planned under the global fund (GF) projects for TB & HIV AIDs control.

REQUIRED QUALIFICATIONS

Education

Essential\: First University Degree in Medicine
Desirable\: Master in Public Health

Experience

Essential\: At least Two years of relevant experience in public health, including TB & HIV/AIDS focusing on implementation of action plans for disease prevention and control.
Desirable\: Working experience in an international organization, NGO, government institute etc.

Skills

  • Knowledge of country situation with regard to TB & HIV/AIDS and the national response.
  • Adequate knowledge of TB & HIV/AIDS, planning and programme design including the setting of interventions.
  • Adequate knowledge of TB & HIV/AIDS technical issues, in particular planning for care and treatment and access to ARVs, including procurement.
  • Ability to develop good relationship, with national and provincial partners to ensure quality of collaborative response to TB & HIV/AIDs in the country.
  • Excellent communication, report writing and analytical skills.
  • Proficiency in MS Office applications as well as experience of ART service, planning, data management / MIS and service delivery.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 25,511 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
