JOB PURPOSE

The Programme Associate (PGAAP) Officer will support WFP’s operation in Cox’s Bazar District to integrate Protection, Gender and Accountability to Affected Populations (PGAAP), in order to maximize safety, dignity and equality, and minimize social tensions and unintended discrimination or exclusion.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the Head of Programme and/or international advisor on protection and/or gender, and with support from the Programme Officer (Protection, Gender & Disability Inclusion) in Bangladesh Country Office, the incumbent will be responsible for:

  • Regularly analyzing (through field missions, staff consultation and review of latest data) changes in the operational context which affect the gender issues and protection risks faced by affected people, and their ability to receive information and provide feedback or make complaints;
  • Identifying potential adjustments WFP can make to maximize PGAAP outcomes, promote gender equality and transformation, and minimize risks including protection from sexual exploitation and abuse;
  • Working closely and collaboratively with Programme colleagues and partners to discuss operational and implementation issues, find solutions, make recommendations and/or alert senior management for higher-level intervention and/or decision;
  • Liaising with key focal points in the Country Office including the Programme Officer (Protection, Gender & Disability Inclusion), the focal points for AAP and protection from sexual exploitation and abuse (PSEA);
  • Supporting implementation of gender-transformative programming including for women’s economic empowerment;
  • Supporting the capacity of staff, partners, contractors and other affiliated entities to implement PGAAP in their work, and raise awareness on PGAAP through marking special days such as International Women’s Day;
  • Providing support for the integration of gender into new programmes and into disaster preparedness, contingency, resilience and post-disaster needs assessments planning;
  • Supporting application of the Gender and Age Marker to all programmes, at both the design and evaluation stages;
  • Supporting effective implementation and dissemination of information and materials about WFP to beneficiaries, and use of interagency information hubs and other mechanisms for communicating with communities (CwC);
  • Representing WFP in interagency working groups (Gender in Humanitarian Action, Food Security Sector, Protection Sector Working Group, Child Protection Sub-Sector, Gender-Based Violence Sub-Sector, CwC, PSEA Network) and liaising with external stakeholders including gender and protection staff of other UN entities, NGOs, community-based organizations and government bodies; including women’s rights organizations and the national women’s machinery;
  • Documenting/reporting PGAAP activities for ad-hoc/monthly/annual reports; and
  • Other related tasks as required.

OTHER SPECIFIC JOB REQUIREMENTS

  • Flexibility, including to travel on short notice and in challenging and difficult environments.
  • Openness to intensive mentoring support with a view to taking over responsibility for PGAAP in the entire operation.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

At least 5 years’ experience in providing humanitarian assistance or in development projects, of which at least two years are direct field experience. Work experience must include mainstreaming or targeted action in protection and gender, as well as community engagement, feedback and complaints handling.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree in one of the following disciplines: law, international development, gender studies, human rights, political or social sciences, or another related field.

Language:

  • Fluency in oral and written English (proficiency/Level C) is required.
  • Fluency in oral and written Bangla is required.
  • Fluency in oral Rohingya or Chatgaya dialect is required

Knowledge & Skills:

  • In-depth and operational understanding of integrating humanitarian protection, gender equality, women’s empowerment, accountability to affected populations, disability, sexual and gender-based violence, conflict-sensitive programming and humanitarian principles into humanitarian assistance.
  • Strong analytical, writing and communication skills. Sound knowledge and skills in training and facilitation, including adapting materials for the audience. Client orientation with excellent interpersonal and team skills, including mentoring skills. Cross-cultural sensitivity. Knowledge of UN system policies and functions of protection-mandated agencies
