Background

Cambodia’s economy has been growing at an average of 7% annually for two decades. Cambodia is in the process of transit from agrarian to an industrial economy. Cambodia's population is still expected to grow substantially over the next 35 years, as its population is forecasted to increase by 40% within 2050, reaching 22.5 million. Decades of war significantly hampered the development of human capacity and infrastructure that matter to development, for example access to modern, sustainable and reliable energy. There are also a number of challenges the country is facing in the areas of green growth such as increasing traffic congestion, solid waste management and sustainable housing.
 
UNDP Cambodia increasing has received requests from the government and partners to provide support in the areas of sustainable energy, green growth and low carbon development.  In this regard, UNDP Cambodia is seeking to recruit an Energy and Green Growth Officer to support the UNDP Cambodia office’s capacity to develop and implement activities in the areas of sustainable energy, green growth and low carbon development. The incumbent will coordinate and facilitate with the government, UN agencies, relevant government agencies, development partners and CSO. 
 

Duties and Responsibilities

The Energy and Growth Officer will be accountable to xxx and UNDP for successful of policy work and portfolio on sustainable energy and green growth. The Energy and Green Growth Officer will support the UNDP Policy Analyst of in carrying technical and programme support in the areas energy and green growth. 
 
Summary of key functions:
  • Coordinate the policy dialogue processes on energy, green growth and low carbon development with government, development partners, private sector and CSOs
  • Contribute to UNDP in the process of programming and pipeline formulation related to energy, green growth and low carbon development issues:
  • Partnerships building and knowledge management 
1. Coordinate the policy dialogue processes on energy, green growth and low carbon development with government, development partners, private sector and CSOs
  • Collect, compile, analyse and interpret energy, green growth related data, thorough research of the evidenced-based issues in the country and production of relevant reports including National Human Development Report.
  • Preparation of analytical document and background information on energy and green growth for the national policy debates within the overarching UNDP policy framework. 
  • Facilitate policy dialogue on energy and green growth issues with the government, development partners, civil society, the private sector; contributions to development of policies as relevant.
  • Provide inputs to UNDP senior management on energy and green growth related policy issues with a specific focus on adaptation. 
  • Make sound contributions to knowledge networks through identification of best practices and lessons learned.
2. Contribute to UNDP in the process of programming and pipeline formulation related to energy, green growth and low carbon development issues:
  • Identify areas of UNDP comparative advantages in the field of energy, green growth and low carbon development issues whenever relevant.
  • Assist the Policy Analyst to formulate project concept notes and full project documents including information materials in consultation with relevant stakeholders among others 
  • Contribute to the resource mobilization with donors, private sector, government and other global and regional resources.
  • Facilitate consultations required for the including Internal Project Appraisal meeting, Local Project Appraisal Meeting.
3. Support partnerships building and knowledge management 
  • Coordinate and support the preparation of inputs from the CO to policy briefs/position papers that address links between energy and green growth and other development concerns, in collaboration with other practices such as governance, poverty reduction, gender, crisis prevention and recovery, and capacity development. 
  • Identify opportunities for strengthening partnership with key stakeholders on energy and green growth under the guidance of the senior management and in collaboration with the Policy Analyst. 
  • Coordinate and organize stakeholder meetings/events/workshops to discuss priority issues within energy, green growth and low carbon development with key stakeholders 
  • Assist the Country Office to explore the potential for private sector partnerships on energy and opportunities for carbon/environmental financing. 
  • Contribute to the development of knowledge products and communications in the areas of energy and green growth.
Impact of Results
 
The key results have an impact on the overall effectiveness and efficiency of UN energy and green growth activities in the country, including short, medium and long-term planning, improved business results and client services.  
 
They also impact on increasing Governments’, partners’, and civil society and communities’ awareness and knowledge of energy and green growth to development, and on the ability for energy and green growth plans and sectoral policies.  Accurate analysis, presentation and knowledge sharing promote timely positioning and readjustment of UNDP programme management.

Required Skills and Experience

  • Bachelor or Master’s Degree in energy, green economy, environmental science or related disciplines. 
  • Master with at least 3 years or Bachelor with at least 5 years of relevant work experience on issues related to energy, green growth and low carbon development;  
  • Experience in development and research work in the area of energy, green growth, low carbon development, and related issues;
  • Experience in working with experience working with private sector and operating financing instruments such as results-based financing, impact investing, and carbon financing;
  • Familiarity with policy dialogues and advisory functions involving government counterparts, NGOs and other stakeholders; 
  • Proven experience and knowledge of the country’s institutional framework and policies of energy, green growth and low carbon development is an asset; 
  • Experience in the usage of computers and office software packages.
