(Secondee) Officer, Public Sector Infrastructure
This is an opportunity to undertake a secondment of minimum 1, maximum 2 years, at the EIB under the Bank’s FEMIP Secondment Programme.
The Programme, set up with the support of the EIB’s Facility for Euro-Mediterranean Investment and Partnership Trust Fund (FEMIP TF), is open to nationals of the Mediterranean Partner Countries (MPC): Algeria, Gaza/West Bank, Egypt, Israel, Jordan, Lebanon, Morocco and Tunisia only and who work in Ministries, Central Banks, other public sector organisations or private sector entities in these countries.

FEMIP Trust Fund
Purpose
An integral part of the Public Sector South Division, the EIB-FEMIP secondee will support Loan Officers in the origination and implementation of EIB loans to public infrastructure projects in a variety of sectors, in countries covered by the Division (Middle East and North Africa). Such public sector projects support EU development and cooperation policies outside the European Union.
Operating Network
The successful candidate will work closely with, and under the guidance of, Loan Officers and will report to the Head of Division. He/she will also work in close co-operation and share responsibilities with the other members of the Department, as well as with other Bank staff.
Accountabilities
Supporting Loan Officers in the origination of new operations and management of existing EIB loans under implementation in the field of public infrastructure (e.g. energy, transport, water/wastewater, environment, climate action, etc), including:
- Contribute to the due diligence and appraisal for new lending operations
- Support the management of EIB loans from signature until first disbursement
- Become acquainted with project documentation (Approval Documentation, Finance Contract, Feasibility Studies, etc.) in order to achieve a smooth implementation of project activities
- Follow Technical Assistance (TA) activities linked to projects. This may entail: drafting Terms of Reference for consultants, participating in consultant selection processes, commenting on TA reports, as well as liaising with consultants during project preparation (e.g. feasibility studies) and implementation (e.g. setting up and managing the Project Implementation Unit)
- Ensure and enable the fulfilment of conditions for disbursement of EIB loans. This may also include providing assistance to clients to meet such conditions
- Liaise with the EIB Project Team to push projects forward
- Contribute with new ideas and approaches to key project-related aspects, to ensure that projects are carried forward in an efficient manner
- Make suggestions to improve key operational processes
Qualifications
Required:
- University degree in Engineering, Finance/Economics or a related discipline
- At least three years' relevant professional experience in managing the implementation of infrastructure projects in various sectors (e.g. energy, transport, water/wastewater, environment, climate action, etc)

Excellent knowledge of written and spoken English and of one of the local languages of the eligible Mediterranean Partner Countries. Knowledge of Arabic and French would be an advantage but is not obligatory.
Preferred:
- Familiarity with public infrastructure projects in the region
- Experience in following Technical Assistance during project preparation and/or implementation
- Experience in Project Implementation Units/Project Management Units
- Experience in managing projects with the EU, and/or IFIs funds would be a distinct advantage
Competencies
The Secondment of Candidates must be supported by their employer, with the goal of the Programme being to offer successful candidates and their organisations an opportunity to gain relevant work experience in a unique financial institution like the EIB.
Only candidates endorsed by their employer will be successful. During the recruitment procedure the EIB will request the candidates to provide an endorsement letter from their employer signed by the authorised employer representative. Preferably the letter would be attached as the last page to the CV with the application. The Endorsement Letter should a) certify the current position held by the candidate, b) confirm the employer’s agreement in principle with the Programme and support the secondee’s candidacy, c) confirm that the secondee would stay on the payroll of the employer and d) confirm the return of the secondee to his position after the secondment is completed. Applications from self-employed candidates will not be considered.
In case of any change related to the professional status of the candidate and/or to his/her employer during the selection process or during the secondment, the Bank has the right to reconsider the application and the eligibility of the candidate to the program.
