Organizational Setting

 

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Division of Technical and Scientific Services (SGTS) is the departmental branch for nuclear and other measurement systems applied in verification activities, containment and surveillance techniques and all verification logistics. Within the Department of Safeguards, the Division of Technical Support is responsible for the development and implementation of the Department's equipment systems.The Section for Unattended Systems (TUS) is responsible for the full development, assembly, testing, implementation and maintenance cycle of all measurement and surveillance systems to be permanently installed and operating in unattended mode at nuclear facilities worldwide. The Section is comprised of two specialized teams (technical units)\: Surveillance and Unattended Monitoring Systems.


Main Purpose

 

Under the general supervision of the Surveillance Team Leader, the Video Technician will be responsible for testing, evaluating, and installing safeguards digital surveillance and other unattended monitoring equipment. He/she will perform routine technical maintenance of installed equipment and provide support to the end-users as required.

Functions / Key Results Expected

  • Install, service, and troubleshoot digital surveillance and other unattended monitoring equipment in nuclear facilities. 
  • Perform acceptance and burn-in tests on digital surveillance and other unattended monitoring equipment prior to deployment in nuclear facilities worldwide.
  • Provide implementation support for digital surveillance and other unattended monitoring equipment that has been authorized for inspection use.
  • Maintain equipment and stocks in the Teams's laboratories and workshops, prepare technical drawings and reports.
  • Provide direct technical support to professional staff in the Team, the Operations Divisions at the IAEA Headquarters or in the field, as required.
  • Construct working prototypes and final devices of surveillance systems, write technical specifications, and specify materials and equipment.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

 

  • Completed secondary education.
  • Formal training in electronics at a recognized institute (e.g. Berufschule, Associate University degree, Höhere Technische Lehranstalt) an asset.
  • Minimum of six years of relevant experience in electronics including experience with closed circuit video systems, digital video and recording systems, computerized digital image processing and storage, and digital networks.
  • Experience in testing or trouble shooting equipment problems in the field.
  • Knowledge of and experience with electrical instrumentation, electrical design principles, network-based monitoring equipment.
  • Demonstrated experience in writing technical documentation in English.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • English language test (level 2) and Typing test (level 2) to IAEA standard.

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 51704 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance

Appointment is subject to a satisfactory medical report. Recruitment will be on a LOCAL BASIS only. Outside applicants are required to supply to the IAEA or to authorize it to seek all information relevant to their suitability for employment by the IAEA. Testing may be part of the recruitment process.
