BACKGROUND

The Japan-Caribbean Climate Change Partnership (J-CCCP) aims to support eight Caribbean countries in advancing the process of low-emission risk-resilient development by improving energy security and integrating medium to long-term planning for adaptation to climate change. Interventions under the Project include supporting policy innovation through the development of a number of Nationally Appropriate Mitigation Actions (NAMAs) and National Adaptation Plans (NAPs) and implementing actual technology that is both low-emission and advances climate risk management by implementing 38 demonstration projects in the target countries. The project also supports strengthening knowledge networks in Caribbean to foster South-South and North-South cooperation through sharing of experiences surrounding climate change, natural hazard risk and resilience. The participating countries include Belize, the Commonwealth of Dominica, Grenada, Cooperative Republic of Guyana, Jamaica, Saint Lucia, Saint Vincent and the Grenadines, and the Republic of Suriname. This project is funded by the Government of Japan and will be implemented by UNDP, with UNDP Barbados & the OECS sub regional office as a lead agency.

Technical and administrative assistance is required to support the process to advance implementation of project activities.

Duties and Responsibilities

OBJECTIVE OF THE ASSIGNMENT

Under the direction of the J-CCCP Project Manager, the consultant is expected to support the J-CCCP Project Management Unit (PMU) in order to:

  1. Ensure efficient management of procurement processes;
  2. Ensure efficient pilot project implementation; and

The incumbent will work in close collaboration with the Project Management Unit and Operations team in the Barbados and the OECS Sub-regional Office, UNDP Country Offices (CO) in Barbados and the OECS, Belize, Guyana, Jamaica, and Suriname, Regional Hub and HQ staff as well as relevant stakeholders in the target countries.

The selected consultant will undertake the following tasks:

  1. Ensures efficient management of procurement processes focusing on the following
  • Support the PMU by leading procurement procedures of required goods and services under the project with technical guidance from the J-CCCP project team in including development of Terms of Reference, facilitation of evaluation processes and development of required documentation, managing contracts and contractors, legal considerations and payment conditions, sourcing strategy, supplier selection and evaluation and quality management;
  • Conduct market research to obtain information on the potential bidders and issue Requests for Information if needed.
  • Support the PMU by preparing and finalising all procurement related documentation for approval including interoffice memoranda, documents for submission to the Contract, Asset and Procurement Committee (CAP), Regional Asset, Contract and Procurement Committee (RACP) and where necessary the Advisory Committee on Procurement (ACP);
  • Support the PMU to maintain key procurement documents under the project, including final TORs, technical and financial offers of the awarded suppliers, contracts, bid securities and purchase orders; and
  • Arrange shipments of goods and supplies to meet deadlines; coordinate procurement related customs clearance and manage insurance;

     2. Ensure efficient pilot project implementation focusing on the following:

  • Coordinate activities between the National Focal Points, and pilot project proponents to facilitate the drafting, revision and finalisation of required documents including implementation and procurement plans, as well as inception and progress reports for approved pilot projects;
  • Maintain the expenditure record of each pilot project in Dominica, Grenada, Saint Lucia and Saint Vincent and the Grenadines by liaising with the National Focal Points and analysing the Account Activity Analysis retrieved from ATLAS; and Perform all other duties as requested by the Project Manager

Required Skills and Experience

The candidate will be evaluated against the following criteria:

Education:

  • Bachelor’s degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field and a minimum of five (5) years progressively relevant experience; and/or Master’s degree in Business Administration, Public Administration, Finance, Economics or related field and a minimum of two (2) years related working experience.
  • Post-graduate degree in a related or supporting area is desirable e.g. climate change adaptation, renewable energy, water resource management agriculture, sociology, gender studies.

Experience:       

  • Specialised training or certification in procurement and/or supply chain management at the national and/or international level is a distinctive advantage; 
  • A minimum of 3 years of experience with the design, implementation and management of development projects;
  • Work with communities or marginalised groups, especially on issues of climate change or Disaster risk reduction, is especially advantageous.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of web based management systems;
  • Knowledge of ERP software is highly desirable;
  • Experience working in the Caribbean region or within a multi-country context; previous work in any of the beneficiary countries is highly desirable;
  • Experience in working with governments, donors, non-governmental organisations and international development organisations would be highly desirable;
  • Experience in working for a UN agency/within the UN Common System would be a distinct asset.
