CARE Canada is currently seeking a Program Development Officer.

Reporting to the Senior Manager, Program Development, the Program Development Officer will provide support two Senior Managers and the Senior Director of Program Innovation and Strategic Partnerships. He/she will also work in close collaboration with various CARE Canada team members as part of a team responsible for building and maintaining partnerships and securing funding anywhere that CARE has (or would like to have) a presence and to ensure strong alignment of new programs to the CARE International Program Strategy, with a particular focus on ensuring gender transformative and innovative program design.

A large focus of the Program Development Officer’s role will center on Program Development and Design. The Program Development Officer will lead and/or support the coordination process of developing high quality concept papers and proposals in collaboration with Country Offices and Program Managers (including Logic Models (LMs), Performance Management Frameworks (PMFs) and detailed budgets) for both unsolicited proposals and competitive bids (Calls for Proposals, Request for Proposals, Solicited Proposals). The Program Development Officer will also monitor institutional funding opportunities and track CARE Canada submissions.

Is this right for you? Here’s what we’re looking for:

· You have a minimum of 2-4 years developing and/or managing international development projects and programming

· You have a knowledge of financial program management

· You have a knowledge of development issues in low and middle income countries

· You have an ability to apply Gender Equality concepts to the proposal development process by ensuring that the appropriate Gender Equality content is in the process itself as well as the proposal

· You are familiar with climate change, women’s economic empowerment, health, nutrition, humanitarian, and/or food security programming

· You have a working knowledge of MS Office

· You have excellent written and verbal skills in English and French or Spanish

What would make you extraordinary?

· You have a Master’s degree in a related field

· You have 1-2 years of field experience working overseas, in a development context

· You have experience with Results Based Management tools and familiarity with donors, particularly Global Affairs Canada.

· You have experience working with the Private Sector in a development context
